EXPOSURE (habitat management at the airport) PROBABILITY (detection and bird harassment) SEVERITY (aircraft engines that can adsorb energy from a bird strike, stronger windshields, training pilots in case of bird strikes, etc.)  When we successfully manage all three components, only then we can say that our system is optimized.
