2 THE NEW PARLIAMENT AND CITY GATE PROJECT  General Project Developments 2008Project Intent by Government; 2009Appointment of Architect Renzo Piano (RPBW) as the main architect and consultant to the project; 2009/10Preparation and publication of tenders; 2010 Appointment of BOVIS as the main project management company; Appointment of ARUP as main engineering consultants; 2009/10Submission of documentation to MEPA and other authorities - ongoing process; 2010-2012Award of Work Packages through public tendering process.

3 THE NEW PARLIAMENT AND CITY GATE PROJECT  2010 Full development permit issued by MEPA; Mobilisation on site by contractors; Start of drilling of the heat exchange boreholes; Excavation works at the Opera House; Demolition of structures on Freedom Square, arcades adjacent to shops; Start of excavation works and trimming of rock Initiation of restoration works of Opera House Ruins

5 THE NEW PARLIAMENT AND CITY GATE PROJECT  2011 Excavation works completed for the substructure of Parliament; Preparation of foundations and sub-structure works; Restoration of the facade on Republic Street of the Opera house completed; Demolition, excavation works on the ex-BOV and ex-Police Station; Discovery of remains at Casa Cassar; Initiation of works to form an underground passageway between Opera House site and the backstage facilities;

7 THE NEW PARLIAMENT AND CITY GATE PROJECT  2012 Erection of columns and beams were completed; 1 st fix M&E; Underground passageway excavation completed; Casting of foundation for Block A of City Gate blocks completed; Fixing of steel supports to house the masonry blocks to Parliament building in full swing; Works on Draw bridge; Street scape paving works around Opera House; Soft opening of Opera House in the Christmas period; Master Programme by BOVIS showing completion of Parliament by December 2012 not achieved.

10 THE NEW PARLIAMENT AND CITY GATE PROJECT  2013 Commencement of Ditch works and Old Railway Station (Yellow Garage); Continuation of paving works; Completion of the multi-purpose area and restoration works of the Opera House; Start of finishing and internal glazing works for Parliament; Fixing of the cladding stone continued albeit in a slow manner; Completion of staircase linking Freedom Square to Central Bank; Installation of 2 nd fix of M&E Services; Master Programme by BOVIS to complete City Gate by March 2013, not achieved; In September BOVIS issued a revised Master Programme with a completion date of 29 th May 2014.

11 THE NEW PARLIAMENT AND CITY GATE PROJECT  2014 Installation of 2 nd and 3 rd fix of M&E services; Continuation of finishing, tiling, raised flooring and internal glazing and cladding at Parliament; Railings of staircases were completed; Demobilisation by some of the contractors started; Installation of timber parquet flooring for the offices; External works in full swing for cladding to bridges and terrace canopy; installation of some of the furniture; Master Programme by BOVIS of completion by the 29 th May 2014 not achieved; In August, contractors committed themselves to a new completion date of 30 th September, this was not achieved; Application of penalties imposed by GHRC from 1 st October.

13 THE NEW PARLIAMENT AND CITY GATE PROJECT  The Reasons for Contract Delays : Unique Designs led to :-  Delays in the preparation of construction drawings due to innovative construction methodologies;  Delays in the implementation of the works (learning curve); Consortium made up of a large number of companies that were unable to facilitate proper co-ordination and act in a coherent way; Delays in procurement by the contractors; Lack of experienced workforce on site; Long-standing mentality that public projects can be extended without penalties being imposed.

14 THE NEW PARLIAMENT AND CITY GATE PROJECT  Critical Milestones still to be achieved  Office Area (levels 1,2,3)  Finishing works at Roof Level  Fixed Furniture and Partitions;  MEP installation, testing and commissioning;  Fire Doors and folding door;  Bridges;  Bathrooms / Ancillary Facilities;  Glazing.  Ground Floor Level;  Internal / External soffit and timber acoustic panels;  Bathroom / ancillary facilities;  MEP installation, testing and commissioning

15 THE NEW PARLIAMENT AND CITY GATE PROJECT  Critical Milestones still to be achieved  Finishing works at Lower Ground level:  Fixed furniture / glazing;  Bathroom / ancillary facilities;  External blinds;  External soffit;  MEP installation, testing and commissioning  Core 1,2,3 and 5 :  Wall cladding cores 1,2 & 3;  Wall and floor cladding core 5;  Roof area of core 5;  Doors to core 5.

16 THE NEW PARLIAMENT AND CITY GATE PROJECT  Critical Milestones still to be achieved  Site Wide  External paving;  Blades 4/5/6 related work to inclined lift;  St. John’s, St. James’ and inclined lifts.  Chamber  Desk tops;  Press tops;  Chamber chairs;  Stone work in chamber block;  Fire doors;  Sky light screens;  Bathroom accessories / ancillary facilities;  MEP installations, testing and commissioning.

17 THE NEW PARLIAMENT AND CITY GATE PROJECT  The Way Forward –  Following failure to adhere to initial committed completion date, BIB JV corresponded with GHRC and presented a new works programme. Additionally today contractors submitted an updated programme of works; BIB JV were called for a meeting to explain in more detail their submissions to reach the completion date. GHRC will review detailed submission once received. GHRC requires that the building has to be handed over in full certification for public safety, testing and commissioning of all equipment, systems and mechanisms.
