Los Angeles Housing Department BACKGROUND The City has been awarded funding under the 2009 ARRA through the U.S. Department of Energy (DOE) $4.7 million has been allocated to LAHD for the Energy Efficiency Retrofit Pilot Program The goal is to improve energy and water efficiency in approximately 10 existing affordable multi-family housing developments by awarding a maximum of $500,000 per project

Los Angeles Housing Department EECBG AWARDS Of the $4.7 million allocated to the Energy Efficiency Retrofit Pilot Program, one-third will be awarded proportionately to each of the following types of housing projects: –Multi-Family –Single Room Occupancy (SRO) –Senior

Los Angeles Housing Department NOFA AWARDS For all 2010 Round 3 program categories, the number of allocations will be limited to three projects for any one owner/developer –If the same project is awarded resources under two different program categories (i.e., EECBG and Mixed Income), it would be counted as one allocation

Los Angeles Housing Department ELIGIBLE PROJECTS/PROPOSALS Existing affordable housing projects that propose energy efficiency increases of 20 - 40% Projects with existing or proposed affordability covenants of an initial term of 30 years

Los Angeles Housing Department DAVIS BACON WAGE REQUIREMENT Projects receiving an EECBG award are subject to Davis/Bacon Wage Requirements

Los Angeles Housing Department APPLICATION CHECKLIST Section C – Relocation Documents –If the scope of work requires tenant relocation Section D – Construction Related Documents –Due at time of application: Davis/Bacon Wage Statement –Due upon project receiving an invitation to submit Energy Audit: Construction Cost Breakdown and Engineering Inspection Report

Los Angeles Housing Department RANKING Enterprise Community Partners will assist with the initial screening Ranking will be based on Retrofit Potential Building Ranking Methodology After the initial review, each top ranked EECBG applicant will be invited to submit an Energy Audit

Los Angeles Housing Department RETROFIT POTENTIAL BUILDING RANKING METHODOLOGY Heschong Mahone Group created the “navigational tool” Adapted to rank buildings based on potential for energy efficiency improvements through “whole building” retrofit –Based on information submitted on “EECBG Questionnaire” Analyzes building information to make this determination –Types of systems –Age of systems –Compares existing equipment to latest market standard

Los Angeles Housing Department BUILDING INFORMATION ANALYSIS Breaks out potential areas for improvement into 4 categories: 1.Building Envelope 2.Heating, Ventilation, & Air Conditioning (HVAC) 3.Domestic Hot Water (DHW) 4.Lighting

Los Angeles Housing Department BUILDING INFORMATION ANALYSIS Identifies specific areas for improvement within 4 categories. Example: Category 1 – Building Envelope 1.Wall insulation Year installed or replaced? 2.Roof insulation Year installed or replaced? 3.Window replacement How old are the windows? Single or double pane?

Los Angeles Housing Department TIE BREAKER If buildings have the same energy efficiency improvement potential rating, the following will be used to break the ties: –Size of property – the greater number of units –Energy intensity per square foot (for master- metered buildings)

Los Angeles Housing Department ENERGY AUDIT The energy audit must be conducted by a certified professional satisfactory to LAHD The audit will determine baseline energy usage and establish a scope of work Projects that cannot achieve a minimum 20% improvement may be deemed ineligible for funding Funding for energy audits for non-profits may be available through Enterprise

Los Angeles Housing Department APPLICATION SUBMITTAL For each project, one original and one copy of the EECBG NOFA Application, Questionnaire, and required attachments must be submitted prior to the application deadline.
