Administered by MND/BCA TypeProgrammeDetailsTimelineTake-up rate RecognitionGreen Mark Scheme A green building rating system to evaluate a building for its environmental impact and performance. Buildings are awarded Platinum, Gold PLUS, Gold or Certified rating based on five key criteria:-  Energy Efficiency  Water Efficiency  Site/Project Development & Management  Good Indoor Environmental Quality & Environmental Protection  Innovation 2005 onwards Total GM = 129 projects  14 Platinum projects  14 Goldplus projects  60 Gold projects  41 Certified projects IncentiveEnhanced Green Mark Incentive Scheme  The enhanced incentive scheme is for developers and building owners of new private developments and those undergoing major retrofitting works with gross floor area (GFA) of at least 2,000 square metres which achieve BCA Green Mark Gold rating or higher.  Extended to architects and M&E engineers in both private and public developments which achieve BCA Green Mark Gold rating or higher. 2008-Total GMIS = 25 projects  6 Platinum projects  7 Gold plus projects  12 Gold projects

Enhanced Green Mark Incentive Scheme Green Mark Rating (1) Green Mark Incentive (for developers/building owners) Green Mark Incentive (for architects and M&E engineers) Minimum Energy Savings (4) Rate (per 1,000m 2 ) CapRate (per 1,000m 2 ) Cap Gold$3,000 for new GFA (2) & $1,200 for existing GFA (3) $300,000 or 0.2% of construction/ retrofitting cost, whichever is lower $500 each$50,000 each - Gold PLUS $5,000 for new GFA (2) & $2,000 for existing GFA (3) $2,500,000 or 0.33% of construction/ retrofitting cost, whichever is lower $800 each$80,000 each 25% Platinum$6,000 for new GFA (2) & $2,400 for existing GFA (3) $3,000,000 or 0.4% of construction/ retrofitting cost, whichever is lower $1,000 each$100,00 0 each 30% (1) The prevailing version of the BCA Green Mark Criteria for New Buildings will apply. Please see BCA website for details.BCA Green Mark Criteria for New Buildings (2) These rates apply to new buildings and the new GFA added to existing buildings. (3) These rates apply to upgrading works for existing GFA. (4) The minimum energy savings requirements is only applicable for air-conditioned buildings (exclude residential buildings). The energy saving must be demonstrated by energy modeling and validated on completion.

Administered by MEWR/NEA TypeProgrammeDetailsTimelineTake-up rate IncentiveEASe (Energy Efficiency Improvement Assistance Scheme)  $10 million fund  EASe provides up to 50% funding for companies to carry out detailed energy appraisals (energy assessments), capped at $200k over 5 yr period  http://app.nea.gov.sg/cms/htdocs/article.as p?pid=2536 2005-2010  107 applications approved  30 mfg facilities  77 bldg facilities  Actual annual savings of 74,659MWh RecognitionEnergySmart Scheme  Provides recognition to energy efficient buildings using an energy efficiency benchmarking system. Award to buildings that  Energy performance among the top 25% of cohort  Air-conditioning system efficiency <0.75kW/RT  Maintain good indoor environment quality  http://www.esu.com.sg/research2.html 2005- 2009  Available for office and hotel buildings  13 Offices, 4 Hotels and 1 Library have received award  2 EnergySmart Partners

Administered by MEWR/NEA TypeProgrammeDetailsTimelineTake-up rate IncentiveInnovation for Environmental Sustainability (IES) FUND  $20 million fund  Provides funding of up to a maximum of $2 million for each project, for companies to undertake innovative environmental projects, including energy efficiency projects, that could help to meet the government's goal of environmental sustainability  http://app.nea.gov.sg/cms/htdocs/category_s ub.asp?cid=42 2001- IncentiveTraining Grant for Singapore Certified Energy Manager (SCEM) Programme Under development--

Administrated by other government bodies TypeProgrammeDetailsTimelineTake-up rate Incentive (by EDB) Solar Capability Scheme (SCS)  S$20 million fund  SCS will offset between a range of 30-40% of the total capital cost of solar technology, capped at S$1 million per project.  Applicable to new building developments in the private sector which meet a minimum Green Mark Gold standard  A minimum system size of 10kWp is required. Applications for existing buildings undergoing extensive retrofit will be considered on a case by case basis.  http://www.edb.gov.sg/edb/sg/en_uk/index/in dustry_sectors/clean_energy.html 2008 --

Survey Questions 1Does your organisation feel that the current Green Building incentives and recognitions are adequate? If yes, what can be done to promote further participation? If no, what more can be done?

Survey Questions 2Does your organisation “contribute” towards Green Buildings incentives and recognitions? If yes, what have you done? If no, will you be doing something in the near future and what is it?

Survey Questions 3 What are the ways to incentivise owners/operators of existing buildings to improve energy efficiency and reduce total energy consumption in their buildings? 4 What are the likely areas of upgrading works that building owners will consider?
