ENGAGE Wraparound Fidelity Monitoring: The WFI-EZ Jane Timmons-Mitchell, Ph.D. January xx, 2015

What is the WFI-EZ? The WFI-EZ, or Wraparound Fidelity Index, Short Form, was developed by the Wraparound Evaluation and Research team at the University of Washington. The WFI-EZ is a measure of adherence to the primary activities of the Wraparound process. Who gives the WFI-EZ? The WFI-EZ forms should be given to youth and caregivers by a neutral person, preferably not employed by the agency. The WFI-EZ forms should not be give to youth and caregivers by their facilitator, case manger, or therapist. It is recommended that the WFI-EZ be completed in privacy unless the respondent needs help reading items.

When do I give the WFI-EZ? Each youth/caregiver/facilitator group should complete the WFI-EZ once. The WFI-EZ should be completed after the family has been enrolled in Wraparound for 3 months or more. Pick a month (e.g., April), and administer to families enrolled more than 3 and less than 12 months.

Who completes the WFI-EZ? The WFI-EZ should be administered to caregivers. It may be administered to more than one caregiver; if so, the role needs to be clearly identified. The WFI-EZ should be administered to youth 11 years of age and older. The WFI-EZ should be completed by facilitators or care coordinators.

How many families need to be given the WFI-EZ? Sampling Plan Sample = all Sample = 15 Sample = 35% of total youth served (active families); i.e., 35 of 100 or 70 of 200. Consent It is important to follow the IRB approved consent procedure. The approved IRB protocol requires: – A script introducing fidelity monitoring must be read to participants (Caregivers and Youth) – A consent form must be read and given to participants (Facilitators, Caregivers and Youth); active consent is not required

Which families should complete The WFI-EZ? Select cases: (if more than 15) OhioMHAS provides the Outcome System 6 digit code list for all cases and sends to us. We will use a random number generator to select which families to include for programs with more than 15 families. Programs with 15 families or fewer will sample all families. Packets: We will send packets with OhioMHAS 6 digit code numbers on forms and on the packet. There will be one form for caregiver, one form for facilitator/case manager/care coordinator, and one form for youth. (If youth is younger than 11 years, disregard youth form.) Return completed WFI-EZs in packets. We will enter data on the WrapTrack system. Data will be downloaded and summarized for reports as needed.

Is there an additional cost for administering the WFI-EZ? No. The forms are made available to sites and do not cost anything. The cost of entering and analyzing data is being assumed by Case. The cost of the license with the University of Washington is being assumed by Case.

It has been very reassuring and rewarding on many levels to see that we are maintaining fidelity to the model, continually delivering a high quality Wraparound Process for our youth and families It helps to highlight the areas that we are doing well, and pinpoint the areas that we need to fine tune. The information is very valuable to the staff and agencies that provide the Wraparound facilitation, as well as community partners and funders of the process.
