2 Recommended option for providing technical guidance where gaps exist Caution with word “harmonizing” – can GCN do it? Collating? Extracting relevant info? Need to clarify mechanism for making sure demands /gaps from countries are identified and fed to GNC and its members Keep all options open, see what can work in a given situation, BUT: -Prefer options a) strategic partnership & b) outsourcing -Option d) avoid if possible because heavier commitment for GNC -Option c) UNICEF as provider as last resort? Last option - Mixed feelings

3 Implications for partners & the GNC-CT in providing tech guidance/guidelines Options a) Strategic Partnership and b) outsource:  Need transparency in choice of partner and terms of partnership / sharing of responsibilities, and how decisions are made.  Non bureaucratic mechanism for decision-making  Need to draw upon existing expertise / capacity of members to a maximum – encourage partner involvement + partner responsibility to be involved Option d) Task force only if necessary because heavy Option c) Need to see if feasible (need to see UNICEF appetite / ability to be involved in this kind of “last resort”)

4 Next steps to ensure relevant tech guidance is available for NCCs Need to define a clear process – Proposition: GNC (secretariat and members) to identify and communicate needs GCN secretariat to communicate with members to see if anybody can respond to the identified need (either with existing materials / capacity or in pipeline) If not possible, GNC / partners can fund raise Options for filling gap to be defined (a, b, d) with clear TOR / mechanisms / outputs / timelines by GCN secretariat or lead partner for clearance by SAG then clearance by GNC CT

6 Feedback from country level Coordinator needs technical background to do the work to coordinate + represent nutrition in inter- cluster group Who is best able to pinpoint technical guidance need: GNC or NCC? What is mechanism of communication  need clear process for communicating needs to GNC (currently more ad hoc) and establishing priorities Where are strategic priorities? – sometimes considered secondary? Recap on background: GNC has spent a lot of time and resources on developing technical materials - HTP, MAM task force

7 (Susan) Example of partnership: Susn seconded by Save UK to Sphere funded by UNICEF to contribute to Sphere process – good experience because clearly defined process. Formed a group from beginning, outlined expected outputs and timeline Example of potential collaboration with IPC for assessment? Question of capacity of GCN secretariat to manage? Which of 4 options – for each, there is a process Option 3 – fair ? Possible? Biasness and time taken? Identifying gaps ; then developing guidelines or harmonizing  what role GCN? Identifying gap? Developing? Harmonizing? Then liaising with others to do it…
