Chief Grupp did it on his own, with no help, and virtually no reports, documents or research

But he was a special gem working under unique circumstances, a background of a professional engineer, and a village with no water supply.

Base Support We needed to make a major effort to determine if there was support, and then reinforce and motivate the base.

Base Support I think we have made many assumptions about our base, and while there has been leadership from the major associations, their membership may not have been as enlightened or supportive so we had and have to get back to our roots and make sure the base is with us. Example…
