What does the Law say? S3 of the 1989 Education Act states: “..every person who is not a foreign student is entitled to free enrolment and free education at any state school during the period beginning on the person’s 5th birthday and ending on the 1st day of January after the person’s 19th birthday.”

The Education Act in prisons is acknowledged by the Corrections Act 2004 S78 of the Corrections Act states that: 2) The Crown is not required to provide a prisoner with any of the education referred to in subection(1)(c) free of charge unless- a) there is an entitlement to receive that education free of charge (whether under the Education Act of 1989 or under another enactment)

Snapshot of four young prisoners All went to pre school All went to primary school to age of 9 Three were truanting by the age of 10 One had left school by age of 10 All suffered traumatic events At least two suffered sexual abuse

Continued…. All were alienated from their families Two dropped out before the age of 14 years Three had hearing problems Three of the four could do mathematics in their heads Only one managed to sit national exams All wanted to address their educational needs
