THE CONTEXT Need of developing the knowledge-based economy through the strengthening of the knowledge-related agents Fostering the contribution of universities to the development of a new model of sustainable, knowledge-based socioeconomic growth Introduction of new forms of cooperation & competition among knowledge-related institutions. Development of clusters of Education, Research and Innovation The European Agenda for the Modernization of Universities Incentives to establish structured associations with the business community Increase the inter-disciplinary and multi- disciplinary level Recognise and reward the excellence at the highest level European Institute of Innovation and Technology EIT Knowlegde and innovation communities (KICs) with participation of at least one university & one firm New forms of cooperation between universities in Europe & in the world LERU, IDEA LEAGUE, CESAER, etc.

3 “Speculative Economy” → “Sustainable, knowledge-based economy”. The knowledge triangle as driver for the cultural and economic change. University at the hearth of the model change. A strategy in line with the European Modernisation Agenda for Universities. Key elements: education, cooperation, internationalization, entrepreneurship and the management efficiency and efficacy. Specific factors: Many simultaneous challenges: modernization, adaptation to the EHEA and economic crisis Coordination of the different Regional University Systems (Regional competences on universities) Role of Universities in the change of economic Paradigm

4 Breakdown the barriers. Geographical and inter-sectorial mobility Provide the right mix of skills and competences for the labour market. Employability Ensure real autonomy and accountability for universities Reduce the funding gap and make funding work more effectively in education and research Structured partnerships with the business community, other RTOs and local authorities Activate Knowledge through interaction with society Reward excellence at the highest level Enhance Inter- and Trans- disciplinarity in the research and training agendas Smart specialisation. 5 I. What is it? An initiative to impulse a higher compromise of the Spanish University System with the social challenges and the economic changes of the Spanish Society. A large social pact between universities, administrations, social and economic agents and society at large to confront the globalization challenges with the time horizon “2015”. A way allowing to advance towards the future to overcome the change and modernization of the Spanish University system. II. Global objective To ensure that the Spanish university system continues its advance towards excellence in the international context, so that Spanish universities will be placed among the best of Europe in 2015. STRATEGY UNIVERSITY 2015 Social Dimension Excellence Internationalization The Spanish Government in agreement with the Autonomous Communities has developed a process of modernization of Spanish Universities Strategy University 2015 related to the European Agenda for the Modernization of Universities Three key elements: the social dimension, search for excellence and internationalization SU 2015 identifies 4 priority areas: Missions, People, Institutional Strengthening, and Environment

INTERNATIONAL CAMPUS OF EXCELLENCE Increase the quality of the Spanish university system as a whole & to foster the international excellence of the best university campuses through: Encourage strategic aggregation among universities, knowledge related agents and firms Promote the differentiation and smart specialization of university profiles in specific knowledge domains and university missions Strengthen international cooperation in teaching, research and innovation Develop new models of sustainable university campuses Promote the contribution of universities to the regional socioeconomic development Main Goals Two main subprograms Excellence: Institutional strategies to transform specific campuses into CEI Institutional Strengthening: - Integration of VET Centres - Doctoral Schools and International Graduate Schools - Attraction of talent - Dormitories for students - Trans-border campuses - Adaptation to the EHEA - Public – Private Partnerships: ICT, Access for disabled people - Innocampus.
