2 Acronyms ELL- English Language Learner (State term)
LEP- Limited English Proficient (Federal term) WIDA- World-Class Instructional Design and Assessment Consortium that provides W-APT and ACCESS W-APT- WIDA-ACCESS Placement Test Screener Test ACCESS- Assessing Comprehension and Communication in English State-to-State for English Language Learners Yearly Test for all identified ELL students until they meet exit criteria LAP- Language Acquisition Plan Education plan for ELL students

3 Definition of a LEP/ELL student
Who is aged 3 through 21; Who is enrolled or preparing to enroll in an elementary school or secondary school; (i) who was not born in the United States or whose native language is a language other than English; (ii) (a) who is a Native American or Alaska Native, or a native resident of the outlying areas AND (b) who comes from an environment where a language other than English has had a significant impact on the individual’s level of English language proficiency; (iii) who is migratory, whose native language is a language other than English, and who comes from an environment where a language other than English is dominant; and (D) Whose difficulties in speaking, reading, writing, or understanding the English language may be sufficient to deny the individual- (i) the ability to meet the State’s proficient level of achievement on State assessments described in Section 111 (b)(3); (ii) the ability to successfully achieve in classrooms where the language of instruction is English; or (iii) the opportunity to participate fully in society. (P.L , Title IX, Part A, Sec. 9101, (251) ) Student must meet A, B, C and D. The term “limited English proficient,” when used with respect to an individual, means an individual

4 ELL Identification- Home Language Survey
Screening- Initial Assessment (W-APT) Parent notification At the beginning of the school year identification, screening, and parental notification of eligible students must be given within 30 days of enrollment. Once the school is underway, the window for identification, screening, and parental notification of eligibility is within 2 weeks of enrollment.

5 Identification A local school district is required to administer a home language survey to ALL students enrolling in the district. If any single response indicates a language other than English, school districts are then required to give a language proficiency identifier test.

6 W-APT WIDA-ACCESS Placement Test Screener
WAPT- it is an English language proficiency “screener” test given to incoming students who may be designated as English language learners. It assists educators with programmatic placement decisions such as identification and placement of ELLs.

11 W-APT: Criteria for classifying a student as ELL
Kindergarten Single, individually-administered test with a combined Speaking/Listening component Scoring is adaptive Preschool through 1st semester 1st grade: combined Listening and Speaking raw score is less than 29, 2nd semester kindergarten through 1st semester of grade 1: combined Listening and Speaking raw score is less than 19 combined Listening and Speaking raw scores ranges from 19-28, the Reading and Writing portions need to be administered. If the Reading score is lower than an 11 and the Writing score is lower than a 12 the kindergarten Listening and Speaking Test is an oral proficiency test intended for students in this It cannot be given earlier than May prior to entering kindergarten

Second semester 1st grade – 12th grade: Students with a composite score lower than 5.0 qualify for ELL services. The W-APT test results/scores need to be placed in the student’s cumulative file

Test Administration Manual Scored Student Writing Sample Booklet for use in scoring the Writing component Online ACCESS for ELLs Training course (Speaking Test sample sound files and quiz) W-APT Webinars Practice administering with a colleague These are some training resources that are made available for your use. The test administration Manual for the WAPT is your main resource for finding information on administering the screener. In addition, you can train to score the writing section of the W-APT using the Scored Writing Samples Guide, available on the WIDA website as well. To more thoroughly train for administering and scoring the Speaking component of W-APT, you are encouraged to take the online ACCESS for ELLs training course through the WIDA website. The WAPT speaking test scoring procedures are the same as ACCESS for ELLs speaking test, except shorter.

24 ACCESS: District/School Test Coordinator Preparation
Identify LEP students in Infinite Campus Receive materials from MetriTech Secure Materials Arrange and schedule test sessions Distribute materials to properly trained test administrators Return materials to MetriTech WIDA supports local trainers by offering free use of its training materials related to the ELP Standards, ACCESS for ELLs, and the W-aPT. These individuals are responsible for : Arrange and schedule test sessions: and generally oversee all aspects of the test administration

25 Ordering Materials We order test booklets MetriTech, Inc.
-printing distributing, scoring, and reporting vendor You should be receiving a secure login from MetriTech. If a school district is missing materials to order, enter the login at IMPORTANT: upon receiving test materials, test coordinators at the district and school level should verify that the correct number of booklets was received, and materials should be divided and delivered according to local practice. We gather this information from infinite campus- students that are identified as LEP on infinite campus are have not yet met the states exit criteria will show up in the file we pull and that is how we order or tests.

26 ACCESS Test Administrator Preparation
All school staff administering the annual WIDA ACCESS assessment is required to be trained and pass the on-line ACCESS Administration test. In order to create a training account you will need to log in with your district username and password.

Overview Module Group Test Administration Module Speaking Test Administration Module Kindergarten Test Module Administrators must complete all four modules and score 80% or higher. Test administration training and certification is crucial for successful administration of ACCESS. Prior to administration a testing administrator must complete the training and have passed the quizzes. Overview model- does not include a quiz Group Test Administration – covers listening, reading, writing tests: this quiz must be completed once Speaking: must be completed annually KG- this quiz must be completed once by staff members administered the ACCESs to kg students

34 ACCESS: Exit from ELL Status
Students are required to take ACCESS for ELLs until they meet South Dakota’s Exit criteria Exit Criteria - Composite Score: 4.7 - Reading: 4.5 - Writing: 4.1 Students that have exited from their ELL program will be monitored for the next two consecutive years Such things as a teacher referral, a parent referral, test scores and mainstream classroom success might indicate a need to discuss the possibility that a student needs to be re-integrated into the ELL program

35 Alternate ACCESS for ELLs Test
In , WIDA made available an alternate form of the ACCESS test Designed for significantly impaired ELL students to replace ACCESS. Designed for use by approximately 1% of the ELL population in any given group Identified as qualifying for an alternative form for state level assessments, such as the Dakota STEP A

36 Content Assessments/State Required Assessment
ELL must take state required tests First year in country students do not need to take the reading portion of the Smarter Balanced assessment The student must take math and science After the first year in the country, all ELLs take the same content and state assessment that is required of all students

37 ACCESS 2.0 , ACCESS for ELLs 2.0 will replace the paper-based version of ACCESS for ELLs with a computer-based assessment Grades 1-12 Kindergarten will remain paper/pencil Paper based will continue to be available for districts who do not have yet have the technology to administer the assessment online.
