Atelier sur Les défis posés à lagriculture familiale des pays ACP CTA / ROPPA - Bruxelles, 2-5 mai 2006 ------------------------------- PO Participation in Agricultural Policy Formulation - Promising evolutions: increased PO representation at the national and international levels increased interest of Governments and public services towards POs for collaboration and policy dialogue better integration in donor strategies and operations - But : Effective participation to policy formulation still insufficient and sometimes symbolic Producers and their organizations still seen as « beneficiaries » Not enough seen as real actors, able to contribute to policy dialogue POs mainly consulted (just a chair as observer, alibi, etc.) Not enough support for PO preparation prior to consultation processes Not enough independence to help POs forge their own opinion, vision and strategies

Atelier sur Les défis posés à lagriculture familiale des pays ACP CTA / ROPPA - Bruxelles, 2-5 mai 2006 ------------------------------- PO Participation in Agricultural Policy Formulation Still progress to be made: Move beyond principles and efforts Stop the vicious circle POs not ready, not credible and legitimate but not enough financial resources provided to POs From Donors : Avoid fake participation Provide technical and financial autonomous resources Support strengthening of strategic capacities Give responsibility and autonomy to POs From POs: Strengthen credibility and legitimacy (grassroots level, inclusion) Develop visions, strategies, own analyses and argumentations (proposing force) Strengthen coordination among POs, adopt common visions and strategies to present to partners, progress beyond internal debates Program approach vs. donor specific project (Décloisonner les bailleurs)

Atelier sur Les défis posés à lagriculture familiale des pays ACP CTA / ROPPA - Bruxelles, 2-5 mai 2006 ------------------------------- PO Participation in Agricultural Policy Formulation Operational proposals for effective PO participation: PO institutional strengthening: human and financial resources financial responsibility information, networking and consultation (grassroots level and cross-sector) Analytical tools for POs: strategic capacity strengthening (autonomous thinking) advisory services development (PO and family farm management) analytical works and strategy formulation Cross-fertilization / exchanges: PO participation to policy formulation / PO insertion in commercial supply chains PO-led pilots on technical aspects and financing issues for family farms Multi-donor programs: based on PO program, not any more donor-specific activities based on complementarities (specificities, scaling up…)
