4. Education: Penitentiary in accordance with its capabilities, can organize basic and vocational training as well as acquiring additional job skills for inmates. For prisoners who havent completed primary education, the same can be organised up to twenty-first year of life. Education in literacy of illiterate inmates are organized independently of age. The training is organized in the prison and outside prison, in accordance with the regulations.
