Logistics To bring an underprovided area into the digital world involves bridging the network gap. This involves creating a new network of various connections and then bridging this new network to the Internet, which is a collection of networks.

Better Ways to Spend Money Governments have much more pressing needs, like hunger and disease, which are immediately life threatening and should be where the majority of government funds are spent.

Lack of Desire In many places where Internet service is not available it is not generally desired. Many indigenous cultures of Latin America and Africa resent the presence of technology therefore the government has no reason to provide these people with access to the Internet and computers.
