2013 LOCAL GOVERNMENT PAY OFFER

BACKGROUND Final 2013 Local Government pay offer now on the table GMB and other unions made claim for increase to all pay salary points Employers initially offered either 1% with strings attached, or 0.6% no strings Unions rejected this unacceptable offer, and continued negotiations Improved offer now on the table

THE OFFER: PART 1 1% pay rise for all salary points, backdated to 1 st April 2013 2.4% pay rise for the lowest paid (SCP4), from 1 st October 2013 No strings, no cuts to terms & conditions Worth £160m overall

THE OFFER: PART 2 Employers threatening to tear up national agreement on terms and conditions (Green Book) Green Book sets out terms and conditions of employment for over 1.6m workers in local government, schools, and many other workplaces Includes terms and conditions on important issues like: working hours; leave; sickness; maternity; car allowances; training; health and safety; union facility time; & much more! Vital minimum standard relied on in negotiations up and down country, especially for school staff and outsourced staff

THE GMB VIEW Senior GMB reps meeting 3 rd May unanimous consensus: 1% disappointing But breaks freeze Improvements on 1 st offer welcome No mood for strike action Best that could be achieved Green Book threat must be fought off
