14 Federal Aviation Administration Federal Aviation Administration Implementation Plan For Corrective Action Request (CAR 40)-Special Use Airspace CAR 40 was specific in regards to aircraft deviating for weather into active Special Use Airspace. These requirements will be incorporated in FAA Notice for Order JO 7210.3 Facility Operation and Administration and includes specific facility requirements and training. This FAA Notice was effective on May 18, 2012.

15 Federal Aviation Administration Federal Aviation Administration Local Planning Telcon If weather is forecasted to impact a facility’s traffic flow, which may potentially cause aircraft to come into close proximity to or potentially enter active SUA, the TMU must conduct a local planning telcon. The local planning telcon must include affected FAA facilities and should include representatives from the DoD. Examples include the: Using Agency Controlling Agency National Weather Service (NWS) Operations Any other entities necessary to ensure a comprehensive look at the day ahead.

16 Federal Aviation Administration Federal Aviation Administration The intent of the telcon is to address any issues that may arise due to weather, the usage of SUA, civil traffic flow and alternate plans. Unless it is clearly understood and agreed upon by the using agency that the SUA will be available for civil traffic, facilities should not base their plan on using active military airspace to run their traffic flow. If the SUA will not be available for civil traffic than Reroute Traffic Management Initiatives (TMIs) must be put in place to ensure aircraft remain clear of the protected airspace of an active SUA that will be impacted by weather

17 Federal Aviation Administration Federal Aviation Administration AIR TRAFFIC CONTROL SYSTEM COMMAND CENTER The ATCSCC regulates air traffic when weather, equipment, runway closures, or other impacting conditions place stress on the NAS.
