3  Federal Asset Sales Portal, GovSales.gov  Linked to USA.gov  Will display all government assets available for purchase  Single Point of Entry for Citizens  Encompasses  Real Property  Personal Property  Surplus  Exchange/sale  Seized and Forfeited  Sales Center model selected  Agencies will use an approved Sales Center as their sales provider Federal Asset Sales

9 Exchange/Sale Property A separate category of federal property  It’s not excess……  Its functionality is still required for use, but it’s…..  Worn out  Obsolete FMR Part 102-39 – Replacement of Personal Property Pursuant to the Exchange/sale Authority

10 Exchange/Sale Property  Exchange/sale authority allows agencies to….  “exchange or sell non-excess, non- surplus personal property and apply the exchange allowance or proceeds of sale in whole or in part payment for the acquisition of similar property”

13 Agency Requirements  Provides digital picture and detail description  Provides Custodian for inspection and pickup  Coordinates with GSA Office on reserve/upset prices  GSA does the rest!!

14  Prepares auction listing and posts the information to the site  Previews certain property as featured items to establish customer base  Collects proceeds  Ensures financial and property line item accountability  Performs contract administration  Schedules removal of property GSA Does the Rest

15 Upset Price/Time Frames  Upset price is the lowest price the agency is willing to accept  If upset is not met (GSA will contact you with highest bid)  Our time frame for online sales is usually 7 days
