3 I n t e g r i t y - S e r v i c e - E x c e l l e n c e 3 MOU DoD and USFWS Entered into pursuant to E.O. 13186, Responsibilities of Federal Agencies to Protect Migratory Birds Installation commanders responsible for military airfields will not implement wildlife conservation prescriptions set forth in this MOU if they conclude that such actions will negatively impact military mission or combat capability, or if such action will increase the possibility of aircraft-wildlife strikes. Should installation commanders choose to implement wildlife conservation measures, they must follow BASH guidelines, and consider military mission impacts and elevated risk to aircraft and aircrew Published in October 2014

4 I n t e g r i t y - S e r v i c e - E x c e l l e n c e 4 MOA FAA, USAF, USA, EPA, USFWS, and USDA Establishes procedures necessary to coordinate missions to more effectively address existing and future environmental conditions contributing to aircraft-wildlife strikes throughout the U.S. Will improve cooperation and coordination among the parties and help DoD meet natural resources conservation responsibilities while ensuring no net loss in the capability of military installation lands to support the military mission of the installation Currently in coordination (no ETP), will supersede 2003 version Will coordinate with other interested agencies after initial language is complete

5 I n t e g r i t y - S e r v i c e - E x c e l l e n c e 5 AFPAM 91-212 Rewrite Resurrecting AFR 127-15 type of compliance-based document New AFI will combine and replace current AFI 91-202 and AFPAM 91-212 BASH information Completed – Informal coordination with affected agencies and trusted professionals In Process – First formal coordination with required two letter agencies on headquarters staff; currently adjudicating comments (75% complete) Projected – Final formal coordination and adjudication of comments; expect late 2015

6 I n t e g r i t y - S e r v i c e - E x c e l l e n c e 6 AFSEC/SEFW Manning BASH Team manning is down from 6 (2003) to 3 (2010) to now 2 (with one vacant military position) Requested FY17 funding for two additional positions Considering USDA, USFWS, Natural Resources, or 0486 Biologist personnel to fill positions

7 I n t e g r i t y - S e r v i c e - E x c e l l e n c e 7 High Interest Items Mandatory formal wildlife surveys within the AMA and sensitive areas impacting flight operations Airfield vegetative cover height clarification Remains 7-14 inches within defined AMA plus 500 feet where able Measured from runway centerline … reference UFC 3-260-1, Airfield and Heliport Planning and Design, [Table 3.2] Waiver process available through AFSEC/SEF (justification, data, mitigation, diagram) Invite IST / RST personnel on AFSEC/SEFW Installation BASH SAVs

8 I n t e g r i t y - S e r v i c e - E x c e l l e n c e 8 Program Initiatives Completed – CAPA High Altitude Pyrotechnics Effective up to 1,000 feet AGL (high soaring raptors) Expensive (~$18/cartridge) but AFIs 21-201 and 64-117 for COTS munitions purchases CONOPs and video on AFSEC Portal Site In process – Green Laser Mid powered laser for day and night harassment (50mW) Shaped like a 2 D-cell flashlight Projected – Large Caliber Pellet Rifles Researching viability of acquisition and use Not considered weapons Effective to 100 yards (.302,.308,.357)
