EQ: How is the Electoral College used to elect our President?

2 Electoral College The Electoral College is a system in which each state has a predetermined number of electors. Whichever candidate wins the popular vote in a state usually receives the votes of each elector from that state. In most states it’s all or nothing. Some allow their electoral votes to be split IF two candidates receive a large amount of popular votes.
