2 Step 5: National level forum established 2 Criteria for engagement with tangata whenua for Forum Fisheries Plans Mandate – Do the proposed forum representatives have the mandate to represent the views of iwi/hapu that constitute the forum? Governance – Does the proposed forum have effective decision making rules and processes? Technical capability – Does the proposed forum have access to the technical expertise necessary to develop a Forum Fisheries Plan? Integration – To what degree have the commercial and non-commercial fisheries interests of the iwi within the proposed forum been integrated? Scale – To what extent does the proposed forum represent an alliance of different iwi? Settlement/Protocol obligations – Does the proposed forum include iwi which have protocols/settlement legislation and how will these iwi specific obligations be incorporated into the Forum Fisheries Plan? Key benefits of Forum Fisheries Plans Iwi commercial, non commercial, and aquaculture objectives are clarified, integrated and prioritised so that iwi capacity to participate effectively in all levels of fisheries management decision making is increased Tangata whenua access to customary tools is ensured Minister’s sustainability decisions have better regard to input and participation and kaitiakitanga Iwi Fisheries Plans endure as a statement of the aspirations of tangata whenua regardless of any future changes within MFish STRATEGY FOR THE DEVELOPMENT OF IWI FISHERIES PLANS AND FORUM FISHERIES PLANS Hapu / individual Tangata Tiaki/Kaitiaki MIO Recognised Iwi Organisation MFish assistance: Iwi commit to develop Iwi Fisheries Plans and Forum Fisheries Plan = Pou Takawaenga support Iwi to develop Iwi Fisheries Plans MFish assistance: Pou Hononga assistance to support inter-iwi integration at the forum level Process: Full evaluation of forums against engagement criteria Prioritisation of iwi/forums to receive MFish resources for development of IFP/FFP MFish assistance: Pou Takawaenga assistance to develop FFP with FMA forum Step 6: Development of AOP : FFP will inform tangata whenua input and participation into AOP. Review of NFP : MFish will have particular regard for objectives in FFP when updating NFP every five years.
