2 What ’ s the Problem? N-S lanes are offset by 22 feet through the Alabama St./ Redlands Blvd. intersection. Traffic demands exceed the capacity of the intersection during peak hours. Unorthodox merge/intersection of Colton Ave. / Redlands Blvd.

3 Traffic Pattern Terminology “LOS” – Level of Service (Capacity vs. Demand) Ranges from A to F LOS “A” – Free Flowing Traffic LOS “C” – Occasional Traffic Restrictions LOS “F” – Jammed Traffic Condition

4 Solutions Improve the intersection geometry of Redlands Boulevard/Alabama Street (removes 22-foot offset). Improves vehicle traffic flow through intersections from a LOS “F” to LOS “C”. Create a signalized T-intersection for Colton Avenue/Redlands Boulevard.

5 Solutions (cont.) Incorporate value engineering to reduce property acquisition and construction costs. Proposed improvements be constructed as single phase, instead of multiple phases.

11 By reducing a single South-bound lane a significant portion new ROW from the northeast corner will no longer be necessary. LOS will remain at “C” for peak hours until year 2025 rather than 2027. Value Engineering

Authorize engineering service amendment with Parsons Brinckerhoff to prepare revised plans and specifications to implement the Proposed Value Engineered Design. Recommendation
