2 Background Gwinnett County has done a tremendous job handling this growth and has maintained its status as a premiere place to live, work and play in the metro Atlanta area for decades As some of this growth moved further northwards, many older developments have not been maintained to a level that meets current consumer expectations

3 Revitalization Task Force Est. in 2002, comprised of a cross-section from chamber, county, CIDs and community leaders The Task Force was asked to develop recommendations for a comprehensive program that will promote economic opportunity and vitality in those areas experiencing decline Final report issued in 2005, with recommendations that formed the basis of our redevelopment efforts today including the formation of Partnership Gwinnett

7 Livable Centers Initiative 10-Year update completed in March 2012 by Jacobs & Bleakly Advisory Group Study in the area within and surrounding the Gwinnett Place Activity Center Convert Gwinnett Place Mall area into a regional mixed-use with greenspace Transportation improvements ◦Diverging Diamond Interchange at I-85 & Pleasant Hill Rd. underway

12 Tax Allocation Districts Nine existing Tax Allocation Districts (TADs) ◦College Corridor, Duluth-Buford Hwy., Duluth Hwy., Gwinnett Place, Indian Trail, Jimmy Carter Blvd., Lake Lucerne, Park Place, and Suwanee Gateway TADs are used nationwide as incentives to attract quality developments to underutilized or distressed redevelopment areas TADs help create jobs, eliminate blight, reduce crime, strengthen economic base, increase property values and tax revenues, and decrease poverty through redevelopment

15 Opportunity Zones Two existing Opportunity Zones (OZs) and a third in process ◦Jimmy Carter Blvd., Norcross, and Gwinnett Place (pending final approval) $3,500 per job tax credit for creating 2 or more jobs, which can be taken against the business’ income tax liability and state payroll withholdings Areas must be within or adjacent to a Census block group with 15% or greater poverty

19 Partnership Gwinnett 2.0 Market Street’s Second 5-Year Implementation Plan Continue efforts to utilize redevelopment strategies to enhance Gwinnett County downtowns, activity centers, and principal corridors
