44 MILITARY SNIPER vs TACTICAL MARKSMAN The term tactical marksman refers to a police officer assigned to a special response team not a military sniper. There are wide differences between the roles of the police marksman and the military sniper. The military sniper often shoots targets of opportunity in wartime. He is less likely to be involved in situations where hostages or innocent bystanders; he rarely has to consider the civil liability that regularly confronts a police tactical marksman. A police response team always has to act under an authorized use-of-force policy, making positive identification of the target, protecting the safety of others in the area, and being able to justify any action taken. Such requirements narrow the scope of situations and ranges in which a tactical marksman can prudently fire.

49 USACF-E TOWER GUARD ROE MISSION: Your mission is to stand watch as a tower guard and prevent inmate escapes

50 USACF-E TOWER GUARD ROE SELF-DEFENSE 1. You have the right to use force (including authorized weapons as necessary) to defend yourself and others. 2. Use only the minimum amount of force necessary to defend yourself and others.

51 USACF-E TOWER GUARD ROE GENERAL RULES 1. Use only the minimum amount of force necessary to accomplish your mission. 2. Sound alarm as soon as you perceive an inmate attempts to escape. 3. DO NOT open fire on an escaping inmate at ranges less than 20m. 4. DO NOT open fire on escaping inmate if your fire will endanger the lives of others.

52 USACF-E TOWER GUARD ROE CHALLENGING/WARNING PRIOR TO USING DEADLY FORCE 1. LOUDLY and CLEARLY, order the inmate to halt. Repeat the order two more times. 2. As you repeat the order, load three rounds in your shotgun. 3. DO NOT fire any warning shots.

53 USACF-E TOWER GUARD ROE OPENING FIRE 1. Open fire if the inmate passes the perimeter barriers and does not obey your order to halt. 2. Shoot to disable the inmate, not to kill. 3. Fire only aimed shots at the escaping inmate. 4. Fire no more rounds than necessary to prevent the inmate from escaping. 5. Try not to injure anyone other than the escaping inmate. 6. Try not to unnecessarily destroy property.

If the situation permits, order the inmate to halt and use restraint procedures. 4. If use of OC Pepper Spray is appropriate, loudly announce “OC” prior to using it. 5. DO NOT open fire on an escaping inmate at ranges less than 20m. 6. DO NOT open fire on escaping inmate if your fire will endanger the lives of others.
