7. 2 nd largest jail in State of Texas and uses up 22% of our budget Current population around 6000 inmates on any given day, of which almost 50% have physical or mental health issues The Dallas County Jail has passed inspection for the last 2 years, having failed previous inspections dating back to 2003 300 repairs happen every day at Dallas County Jail Dallas County Jail released from federal oversight by the Department of Justice in November 2011 Dallas County Jail

Parkland Hospital More than 100,000 people screened for medical/mental Health condition per year 74% male patients, 26% female patients 9% with substance abuse issues 50% at intake have acute or chronic medical/mental health conditions Over 3000 patients receive medications daily COPC (Community Oriented Primary Care) Established in 1987 and decreases utilization of overcrowded ERs and avoids unnecessary hospitalization Provides Dallas County residents with high quality, affordable and conveniently located medical care, COPC includes: 10 primary care clinics and 1 employee physician office (new Grand Prairie clinic opening 2012); 11 school based clinics called Youth & Family Centers; 6 medical and 2 dental mobile vans; Mobile vans for Homeless Outreach Medical Services and a community outreach program 9 Women and Infant Specialty Health (WISH) centers COPC’s goal is to provide excellent care for those who come to us as patients, as well as their children, spouses and neighbors, through education and other public health interventions.

ROAD & BRIDGE #4  Funding for Road & Bridge 4 comes from the tax fee received for license plates.  Road and Bridge 4 works to ensure safe roads, builds trails, county gate systems, and maintains county owned parking lots at low costs with good quality results.  Road & Bridge 4 also works for other municipalities providing labor and equipment for local projects with municipalities paying for materials.

16. The Dallas County Budget And Now… The Dallas County Budget How we pulled this off?

Dallas County Budget  The County’s FY2012 General Fund budget is $443 million with $43 million in reserves.  Reflecting the County’s historical functions, almost three- fourths of this budget is allocated to justice administration, law enforcement, and juvenile services.  Almost two-thirds of the revenue for this budget is derived from property taxes. (no sales tax)  The budget’s remaining revenue is generated from fines, fees, contracts, interest earnings, and other miscellaneous sources (Texas counties do not have the authority to collect sales taxes).

FY2013 County contribution to employee’s retirement is projected to increase from 10% to 10.5% a $1.2 million cost FY2013 Employer Health Insurance is projected to increase by 4% a $1.8 million cost One-time revenues used to balance the FY2012 Budget that will not be available for FY2013 - $12.5 million (Road Bond Funds $8.4 million, $2.6 million in contributions to offset the cost of Sheriff Traffic and $1.5 million in County Clerk Recording)
