21 A CYBER FUTURE FOR EDUCATION: PROMISE AND DESPAIR HE IN ASIA : Barriers to E Learning  I don’t have time to use digital resources.  They cannot substitute for the teaching approaches I use.  Using them distracts from the core goals of my teaching.  They are irrelevant to my field. Students don’t have the information literacy skills to assess the credibility of digital resources.  The difficulty in accessing digital resources. I don't have reliable access to a computer. I don't have reliable access to a high-speed connection. Course management software packages (e.g., Blackboard, moodle) are inadequate for my needs. I don't know how to save presentations to my computer so they can be run without a live connection. Web formats (e.g., html or pdf) allow me to link to whole documents, but not to specific excerpts within a text Source: www.oerasia.org

26 A CYBER FUTURE FOR EDUCATION: PROMISE AND DESPAIR HE IN ASIA : CONCERNS REQUIRING REFLECTION PROVIDERS must be aware of how people learn, in order to support e-learning. PROVIDERS to develop sensible and appropriate measures and methods to create and deliver e-learning. INSTRUCTIONAL strategy, requires appropriateness to the learning style of learners or to the learning objectives. PROVIDERS must come to terms that cost of development is high, so bad (cheap) programs can damage what is essentially a valuable strategy to enhance access in emerging economies. PROVIDERS must recognize that effective e-learning requires responsible learner support for complex competencies.
