3 3 BROOKHAVEN SCIENCE ASSOCIATES Site Preparation Purpose Site Preparation was included as an early procurement (authorized pre-CD-3) to: Provide an activity that reduced schedule risk to the Ring Building by: –Reducing potential for unknown utilities or site conditions delaying construction start –Reduce GC schedule risk during early construction –Be mobilized to correct any deficiencies left over from previous activity at the site (leftover facilities or environmental liabilities) It provided a number of other benefits as well

7 7 BROOKHAVEN SCIENCE ASSOCIATES Site Prep Status All base scope work completed -2/17/09 running under budget Some minor punchlist / closeout items remain Added some items to scope Enlarged recharge basin & stockpiled structural fill due to seasonal environmental permit constraint Added maintenance of erosion control until Ring Bldg Contractor mobilizes Added clean-up of miscellaneous debris No evidence of environmental liabilities Ready for Ring building GC

11 11 BROOKHAVEN SCIENCE ASSOCIATES Site Preparation Lessons Learned Summary –Site access control requirements –NSLS-II CM Staff increased knowledge of BNL systems, procedures, personnel and points of contact –Understanding of requirements for shutdowns, notifications, permits and utility tie-ins –Utility mark-outs and surveys will assist Ring Building utility installation –Improved coordination of field inspectors and safety engineers in oversight of contractor performance

12 12 BROOKHAVEN SCIENCE ASSOCIATES Site Preparation Lessons Learned Better understanding of site access control requirements –Repeated unauthorized incursions of area by Lab personnel -Despite Signs, Roadblocks and Web & Email Postings –Additional time & effort spent: -Chasing Unauthorized Personnel from Area, -Maintaining Signs & Barricades –On-site fauna destroyed construction fencing in path to food, habitats –Need for well managed “permanent fence” instead of temporary construction fence

13 13 BROOKHAVEN SCIENCE ASSOCIATES Site Preparation Lessons Learned NSLS-II CM Team new to BNL –Different Culture –“Outside world” experience Site Preparation work facilitated: –Knowledge / Understanding of BNL/DOE expectations and requirements –Enhanced familiarity with BNL systems, procedures, personnel and points of contact

14 14 BROOKHAVEN SCIENCE ASSOCIATES Site Preparation Lessons Learned Lessons Learned –U nderstanding of requirements for shutdowns, notifications, permits and utility tie-ins Determine Timeframe required for coordination with BNL Depts. Requirements for off-hour work due to maintenance of operations, personnel availability.

15 15 BROOKHAVEN SCIENCE ASSOCIATES Site Preparation Lessons Learned Lessons Learned –Utility mark-outs and surveys will assist Ring Building Utility installation: Facilitated planning for temporary utilities, as well as familiarity with existing and surrounding site utilities, infrastructure; Exposed unmarked structures, utilities, and identified “known- unknown utilities”.

16 16 BROOKHAVEN SCIENCE ASSOCIATES Site Preparation Lessons Learned Lessons Learned –Improved coordination of field inspectors and safety engineers in oversight of contractor performance: Good Planning & Project Oversight by CF & ESH Teams, Collaborative Approach With Contractors Mitigated Weather Impacts & Potential Impacts due to Scope Changes, No Impact to Vehicular & Pedestrian Traffic.

17 17 BROOKHAVEN SCIENCE ASSOCIATES Site Preparation Lessons Learned Lessons Learned and experience brought –From “Outside Staff”: New Technologies, Systems for Administering, managing projects; Implementation of Primavera Contract Manager, “Slight” Modification of BNL Procedures to incorporate experiences Experience with CM scheduling and estimating methods Experience with claims prevention and mitigation

18 18 BROOKHAVEN SCIENCE ASSOCIATES Path Forward Employ Lessons Learned on Site Preparation Start Permitting Process Early, Recommend Site Access Control Measures to Ring Building Contractor Continue to Coordinate with BNL Site Operations to preclude delays, Keep current with BNL Procedures / Systems Partner with Ring Building GC to expedite mobilization and communication, to facilitate efficient resolution of issues as they will inevitably arise.
