1 TIA Engineering Manual 6 th Edition Preview and Overview

2 Engineering Manual Ad Hoc Fred Lucas, Chair Steve Whitesell Bob Speidel TIA Staff This is the opportunity, finally, after many years, to revise the Engineering Manual and separate the content into two documents: – One focused on auditable ANSI standards development and ANSI Essential Requirements compliance (EM6) – One document focused on TIA document development and TIA Engineering Committee operations and procedures

3 Engineering Manual Ad Hoc It was noted and generally agreed that, while the intent is to minimize duplication, some duplication is expected particularly in document processing‐related matters. It was noted and generally agreed that the second document (TIA‐focused) will not be limited to the standards process, but is expected to include other content such as elections, etc.

4 Basic Plan Engineering Manual – Focused on ANSI Essential Requirements compliance (auditable) – The 6 th Edition would not be primarily concerned with changing procedures – more so on the division of content and appropriate updates – It was further noted and generally agreed that this document should include the procedures and categories for documents in “Continuous Maintenance” and “Stabilized” status, as these are allowed by ANSI but not incorporated into the 5 th Edition. Operations Manual (OM) – Focused on TIA requirements, procedures and policies – It was noted and generally agreed that the OM would not be primarily concerned with changing procedures – more so on the division of content and appropriate updates

5 ER to EM Mapping Prepared a spreadsheet that provides a cross‐reference from content in the ANSI Essential Requirements to content in the 5 th Edition – It was noted that, of 190 EM5 sections only 30 correlate directly to content in the Essential Requirements Good starting point is to prepare two drafts that are split based on this cross‐reference The Intellectual Property Rights Policy should be removed from the Engineering Manual and become a stand‐alone document – It was reported that this same general agreement has been in place for years – Probably not feasible in a short time frame, so content will be moved to an Annex.

6 Timeline Week of March 11 – Fred will issue a “Call for Interested Parties” to join the Engineering Manual Ad Hoc in order to collect willing participants to the work involved March 26th – Engineering Manual Ad Hoc web conference to kick off the revision program April 9th – Engineering Manual Ad Hoc meeting (TIA HQ) for document split review and first rough draft preparation June 20 th – Engineering Manual Ad Hoc conference call to review EM6 draft June X (if needed, time TBD) – TC and TSSC Review of Changes from previous review July 1 – Circulate draft documents and solicit comments from TSSC July 9 (2PM EDT) – TC and TSSC Preview web conference of Draft of EM6 July 18 – TSSC web seminar (already scheduled) July 30 – TC web seminar (already scheduled) Aug 4 – BOD meeting Sep X ‐ (if needed, time TBD) – TC and TSSC Review of Changes from TSSC/TC calls Oct 1 – Circulate draft documents and solicit comments from TSSC Week of Oct 21st – TSSC and TC web conferences – objective to approve documents in this cycle Nov 3 – BOD Meeting Nov 11 – Preparation for submission to ANSI

7 Summary of Editorial Changes Added or edited content throughout to more closely match content and order in the ANSI Essential Requirements (throughout) Removed the “letter” nomenclature distinction of a “letter ballot” (throughout) Moved the Intellectual Property Rights content to ANNEX C Updated definitions to those pertinent to ANS and this manual (ANNEX A)

8 Summary of Substantive Changes Updated interest categories, including removing “User/Producer” (Section 1.3 and ANNEX A) – ANSI has never liked “User/Producer” Included a requirement for outreach when balance is not obtained (Section 1.3) – ER requirement Modified the approval mechanism for changes to the TIA Engineering Manual from “balloting” to “approving” (Section 1.9) – Balloting allowed, but is not required

9 Summary of Substantive Changes Edited text to indicate that meeting agendas can serve as meeting notices (Section 1.1) – Does not require two separate documents Incorporated the ANSI PINS exceptions, which removed the requirements for ANSI PINS forms for a reaffirmation or withdrawal of an ANS (Section 1.5.1.1) – TIA imposed this on ourselves – removed requirement Allowed 30-day and 60-day ballots (Section 1.5.2) – More detail on when these options are appropriate

10 Summary of Substantive Changes Removed the requirement to ballot a withdrawal of an ANS (Section 3.2.1.3.2) – TIA imposed this on ourselves – removed requirement Removed a requirement to acknowledge and submit comment resolutions to the submitter of approve or approve with comment ballot votes – Allowed but not required (Section 1.6.2) Removed requirement to issue a registered letter for vote change/verification requests over 5 days old (Section 1.6.2) Allowed publication after two five-day notifications for vote change/verification requests (Section 1.6.2) – Re-ballot allowed, but not required

11 Summary of Substantive Changes Replaced “simple majority” and “≥51%” benchmarks with “more than half” (Section 1.7 and ANNEX A) – ANSI recommendation Raised the appeals fee to be consistent with today’s costs (Section 1.8.1.2.3) Added content to allow for the continuous maintenance and stabilized maintenance options (Sections 3.7.2 and 3.7.3) – Previously not recognized by TIA

12 Summary of Substantive Changes Added content to allow for Provisional ANS and Provisional Addenda of and ANS (ANNEX B) – Previously not recognized by TIA Removed non-ANS requirements for Evidence of Compliance (Section 2.3) Clarified the requirements for approval of errata (Section 3.2.1.1) Clarified requirements for reaffirmation ballot comments and resolution (Section 3.2.1.2)

13 Summary of Substantive Changes Added reference for procedures for Nationally Adopted International Standards (Section 3.6) Improved consistency in the usage of several terms, such as Formulating Group, TIA Standards Department, etc.
