Part-financed by the European Union WP 4 implementation cases: Estonia BalticClimate, 1st transnational seminar Gävle, June 11-12, 2009

Part-financed by the European Union Partners: Harju County Government Harju Public Transport Centre Saku Municipality Rapla County Government Kehtna Municipality Kohila Municipality Stockholm Environment Institute Tallinn Centre (SEI Tallinn)

Part-financed by the European Union railway with train stations boilerhouses CASE 1: Better accessibility by public transport and non-motorized modes in Tallinn-Rapla corridor case study area

Part-financed by the European Union On-board survey Public transport on-board survey in –South-West Harju County (5 municipalities) –Rapla County (all municipalities) Modes –all public buses (public service contract) –commercial buses (route licence) –and trains Outcome: public transport origin-destination (O-D) matrix

Part-financed by the European Union Mobile positioning survey All transport modes Outcome: –Seasonal trends by month, weekday and hour –O-D matrixes for all modes –Modal share of public transport –Mapping places where short distance trips occur –Mapping places where is demand, but no public transport supply

Part-financed by the European Union Additional data Locating the activities: – Interviews in municipalities, schools and businesses Other transport: –school buses – shuttle buses for companies` employees

Part-financed by the European Union Four-stage modelling Describing the existing route network and present tariffs Two short-term scenarios: bigger budget constraint and lower budget constraint Two long-term scenarios: with and without infrastructure investments (train). Tariff proposals

Part-financed by the European Union Other topics Joint Harju and Rapla public transport authority Locating bicycle and pedestrian roads to facilitate the combined use of bicycle-public transport Better integration of bicycle and pedestrian roads and related infrastructure with train stations and major bus stations/stops

Part-financed by the European Union Outcome New public transport network scenario for Southwest corridor; Short-term changes in public transport network Plan for integrating bus and train system (common fare, matched transfers, etc) Plan for integrating public transport organisations in Harju and Rapla County Analyses of integrating bicycle infrastructure and public transport services Municipality development plan for public transport and infrastructure investment plan

Part-financed by the European Union railway with train stations boilerhouses CASE 2: Transfer of district heating boiler houses to renewable energy sources and to cogeneration of heat and power

Part-financed by the European Union Description of the situation At present, the majority of boiler houses in the target area use non-renewable energy sources (gas, fuel oil) for heat generation Partly in Estonia, incl. in target area and in its neighboring municipalities, transition to various biofuels and to combined heat and power generation has already started: e.g. wood chips are used in Väo CHP plant, straw is used in the boiler house of Juuliku Garden

Part-financed by the European Union Possibilities Since there are resources for biofuels in the agriculture, forestry and other industries of the target area, technological and financial possibilities for the transition of all boiler houses to biofuels and the transition of bigger boiler houses to combined heat and power generation should be investigated (taking into account the opening of the electricity market in the nearest future)

Part-financed by the European Union Expected outcomes Detailed plan for transferring boiler houses of the target area to bio- fuels and if possible, to combined heat and power generation Feasibility and cost accounting study of Kehtna biogas CHP plant (as a Pilot Study)

Part-financed by the European Union Climate change related impact Reducing the use of fossil fuels for heating houses and potable water, also cogeneration of heat and power decrease substantially CO2 emissions and waste heat

Part-financed by the European Union Methods used Study on biofuel resources (forestry, agricultural and industrial waste) Study on possibilities for transferring boiler houses to biofuels and to cogeneration of heat and power Feasibility, cost accounting and technological study for the biogas plant

Part-financed by the European Union Thank you!
