Low income energy efficiency will only work with a community based approach Retrofits have a hard economic payback and are therefore a good area to get into Utilities must be mandated to get involved by legislation or regulators There is a big difference between government funding (not ideal) and doing work for gov’t (ideal) Multiple benefits/social/economic/enviro. Other contractors don’t offer training/life skills
