1 Immediate Sanction Probation Pilot Project Virginia Criminal Sentencing Commission November 6, 2013

2 2 Arlington was identified as a potential site − Following initial meeting on June 19, stakeholders agreed to participate in pilot project Estimated start date of October 1 − Staff met with stakeholders again on July 25 − Staff trained Arlington P&P on several aspects of the program on September 11 − Staff met with the Arlington stakeholders again on October 21 − Staff also met with the Falls Church Chief of Police and the Falls Church Sheriff on October 21 − Anticipated start date: to be determined Update on Third Pilot Site

3 3 Harrisonburg/Rockingham County was identified as a potential site − Commission staff met with stakeholders on September 25 − Stakeholders agreed to participate in pilot project Estimated start date of January 1, 2014 − Staff will train Harrisonburg P&P on the program − Staff will also meet with court-appointed attorneys to discuss the program − Staff will meet with stakeholders again prior to the estimated start date to assist with operational details Update on Fourth Pilot Site

April 26, 2013: Eligibility criteria expanded to allow offenders with a prior conviction for a violent offense to be considered for the program.

9 9 The General Assembly adopted budget language to extend the provisions of § 19.2-303.5 of the Code of Virginia and to authorize the creation of up to four Immediate Sanction Probation pilot sites Section 19.2-303.5, which was set to expire in July 1, 2012, was extended until July 1, 2014 − This statute provides the legal parameters and basic framework for the Immediate Sanction Probation program Request for Change in Appropriation Act Language

10 10 A request has been submitted to the Department of Planning & Budget asking that the authorization end date specified in the budget item be changed from July 1, 2014, to July 1, 2015 This will allow Arlington and Harrisonburg/Rockingham sufficient time to adequately test the pilot program Request for Change in Appropriation Act Language
