2. Point in Time History Since 2003, HUD has required all Continuums of Care (CoC) to collect local data on unsheltered homeless persons. Beginning in 2007, HUD standardized this data into the Point in Time (PIT). VT: In 2006, the data collection form was created with input from the CoC. The data is entered in Homeless Management Information System (HMIS) Then a small group of CoC members trained agencies, organizations, and volunteers on the definitions, collection process, and the use of the data collected

Why we do the Point in Time Count: Ensure that all Vermonters, particularly low and moderate income persons, people with disabilities, homeless people, elders, families with children and others, have safe, adequate, physically accessible and affordable housing. Promote the recognition of housing and services as a basic right for all Vermonters through education of the public and elected officials.

8. HUD continues to include youth ages 18-24 in the 2014 homeless count. Communities are strongly encouraged to coordinate with local homeless education liaisons and Runaway and Homeless Youth (RHY) service providers, as well as any service organizations that assist homeless children and youth, to get a comprehensive count. Many homeless children and youth do not use homeless residential services, and thus, may not appear in databases; while others may be in unsheltered locations that are difficult to find during street counts. It may be helpful to recruit current or formerly homeless children and youth to assist in conducting the count, as they may be able to identify areas where homeless children and youth congregate, as well as assist in conducting interviews. SCHOOLS: When counting homeless children, the entire household (adults and other children) needs to be included in the survey as a: “Household with at least one adult and one child” or “Household with ONLY children”
