Copyright©2010 Education Service Center Region XIII Part of federal accountability system Title III, Part A requires each state to develop and administer an annual English Language Proficiency assessment that is linked to the state-developed English Language Proficiency Standards (ELPS). TELPAS was developed to meet this requirement and is administered in the spring to all LEP students. Annual Measurable Achievement Objectives (AMAOs)
