Unrestricted Submarine Warfare w Sinking of the Lusitania.(1915) w Sussex Pledge: (1916) Germans vowed not to sink merchant vessels without warning. w Return to unrestricted submarine warfare. Germany felt they had enough subs to choke off the British and risk war with the US.
