Field Proc. Operations Branches People/Office Facts The Mid-states Field Procurement branch office is located on the ninth floor at 4050 Alpha Road in Farmers Branch (Dallas), Texas 75244-4203. The branch currently has a staff of 20. The branch is managed by the Mid-states Area Chief Procurement Officer (ACPO) who is also a Level III Contracting Officer. Mid-states Field Procurement Support Responsibilities The Mid-states Field Procurement provides acquisition/procurement support to all IRS business units located within the 12-state area of Texas, Oklahoma, Arkansas, Kansas, Missouri, Iowa, Nebraska, North and South Dakota, Minnesota, Wisconsin, and Illinois. The office also supports the Kansas City, MO and Austin, TX campus facilities. The Mid-states service area is comprised of a population of 21,267 employees, spread out among 141 cities, in 157 posts of duty. Mid-states Field Procurement Accomplishments Executed 2,001 total procurement actions, valued at $45,185,923.00. Supplies and services procured fell under 138 separate Federal Supply Codes ranging from facilities maintenance and janitorial service, arbitration and expert witness services, utilities, general office supplies and equipment, document destruction, telecommunications, computer equipment, software, supplies, and maintenance, security and courier services as well as many others. Awarded 1,044 requisitions under the $25,000 with 98% of these actions being completed within the required 30-day time limit. Negotiated savings reported to date for Fiscal Year 2004 exceed $160,000.00 The Mid-States Area Branch is also the home of the Correspondence Transport Customer Acquisition Council (CAC). Mid-States Area Procurement Operations Branch People/Office Facts The North East Field Procurement branch office is located on the 3 rd Floor, of 290 Broadway, New York City, New York, 10007- 1867. The branch currently has a staff of 19. The branch is managed by Nelson L. Mellitz, CPCM the North East Area Chief Procurement Officer (ACPO) who is also a Level III Contracting Officer. North East Field Procurement Support Responsibilities The North East Field Procurement Operations office provides acquisition/ procurement support to all IRS business units located within the 11-state area of Maine, Rhode Island, New Hampshire, Massachusetts, Connecticut, Vermont, New York, New Jersey, Michigan, Pennsylvania,, and Ohio. The North East service area is comprised of a population of 29,770 employees, spread out among 152 cities, in 191 posts of duty. North East Area Field Procurement FY 2003 Accomplishments Executed 2,003 total procurement actions, valued at $50,206,601.00. Supplies and services procured fell under 138 separate Federal Supply Codes ranging from facilities maintenance and janitorial service, arbitration and expert witness services, utilities, general office supplies and equipment, document destruction, telecommunications, computer equipment, software, supplies, and maintenance, security and courier services as well as many others. Awarded 11,662 requirements and modification in FY 2003. The North East Area Field Procurement Operations office awards and manages contractual actions for three IRS campuses (Andover, Brookhaven, and Philadelphia) and the Detroit Computing Center. Negotiated savings reported to date for Fiscal Year 2004 exceed $140,000.00. The North East Area Branch is also home of the IRS Energy Conservation Team Initiative. Western Field Procurement Support Responsibilities The Western Area Field Procurement provides acquisition/procurement support to all IRS business units located within the 13-state area of New Mexico, Colorado, Wyoming, Montana, Arizona, Utah, Idaho, Nevada, California, Oregon, Washington, Alaska, and Hawaii. The Western service area is comprised of a population of 24,950 employees, spread out among 127 cities, in 169 posts of duty. Western Field Procurement Accomplishments Executed 1,715 total procurement actions, valued at $34,253,868.00. Supplies and services procured fell under 138 separate Federal Supply Codes ranging from facilities maintenance and janitorial service, arbitration and expert witness services, utilities, general office supplies and equipment, document destruction, telecommunications, computer equipment, software, supplies, and maintenance, security and courier services as well as many others. Total number of staff is 17 and one additional staff member located at the Martinsburg facility. Southeast Procurement Support Responsibilities The Southeast Field Procurement Branch provides acquisition/procurement support to all IRS business units located within the 14- state area of Georgia, Florida, Alabama, Mississippi, Louisiana, Tennessee, South Carolina, North Carolina, Kentucky, Indiana, West Virginia, Virginia, Delaware, and Maryland. The Southeast service area is comprised of a population of more than 27,500 IRS employees located throughout 149 posts of duty. Southeast Field Procurement Accomplishments Executed 1,681 total procurement actions, valued at $37,559,984.00. Supplies and services procured fell under 128 separate Federal Supply Codes ranging from facilities maintenance and janitorial service, arbitration and expert witness services, utilities, general office supplies and equipment, document destruction, telecommunications, computer equipment, supplies, and maintenance, security and courier services as well as many others. Awarded 1,110 requisitions under the $25,000 with 76% of these actions being completed within the required 30-day time limit.
