Successor of the Stability Pact – Regional Co-operation Council n Belgrade Regional Table Meeting May 2006 – agreement on creation of RCC n RCC members will consist of SEECP countries, UNMIK Kosovo, EU (incl European Commission) bilateral donors and international organisations engaged in SEE n Role to monitor and facilitate regional co- operation processes in SEE - initial priority areas identified n Support to the SEECP (political umbrella)

SP vs RCC n SP role that of catalyst/incubator for regional co-operation processes n RCC will provide a strong co-ordination & monitoring mechanism for strengthened initiatives – political troubleshooting n Enhanced regional ownership not only at overall level but also essential for individual taskforces n Ensure that remaining initiatives are self sustainable

Agreed Priority Areas n Economic and Social Development n Infrastructure n Justice and Home Affairs n Security co-operation n Building Human Capital n Parliamentary Co-operation (over-arching theme)

Status of Taskforces n Closed - mission accomplished - e.g. media n Self sufficient - transferred to international body (environment to REC/ReREP, energy secretariat to EC, HUMI to UNHABITAT) or transfer to regional body (CEFTA, SEETO) n Relationship with RCC

RCC Structures n RCC Secretariat – Sarajevo n Secretary General – Hido Biščević n Technical experts n Liaison office in Brussels n RCC Board n Regional Co-operation Council (all countries and organisations actively involved in regional co- operation in SEE)

RCC Timelines and Current Status n Agreement on RCC Statute – May 2007 n Secretary General appointed – May 2007 at RT & SEECP Summit n Host country for Secretariat - decision – May 2007 at RT and SEECP Summit n RCC build-up September 2007 – February 2008 (legal status, staff recruitment, financial procedures) n RCC formally commences operations end February 2008 n Stability Pact closes
