2 Problem Information Assurance requirements preclude effective information sharing and collaboration on DoD networks with non-DoD entities. Policy Procedures Not Technology! Culture U.S. Forces need to partner with non-traditional organizations to achieve operational objectives, especially in stability, disaster relief, and humanitarian operations.

UNCLASSIFIED 5 JFCOM / ASD(NII) Initiative Established by Feb 12 2007 ASD/NII Memo “JFCOM…develop an internet accessible, virtual environment for the exchange of unclassified information across the civil-military boundary associated with Stability Operations, or Humanitarian Assistance & Disaster Relief (HADR)” “ASD(NII) / DoD CIO and JFCOM will partner to identify sources of stable funding” HARMONIEWeb Web-based portal service/collaborative toolset used by USG/IGO/NGO to collaborate with external organizations. This capability was previously unavailable to the warfighter due to access restrictions within the DoD environment Over 8000 Users / 120 Sub-Sites
