Prior Assumptions From the EU Terms of Reference: Enthusiasm and high motivation levels amongst the Government officials and donor community will continue in designing the SWIS and its implementation; Through gaining experience, the inter-service Single Window Coordination Committee will take a strong lead in implementing the project and received good response and cooperation from the part of the Government SW Agencies; and The Coordination Committee will implement the Action Plan approved by the Coordination Committee on 26 July 2010. The Action plan includes developing a legal framework for Single Window and proposing amendments in particular in regulatory framework for Digital Signature and Electronic Documents.
