Residential and Commercial Storage Electric Resistance Water Heaters (Efficient Tanks) Mohit Singh-Chhabra Regional Technical Forum February 18, 2015
2
Overview Today, we are seeking decisions on the following from the RTF: Staff recommendation to deactivate current Residential Storage Electric Resistance Water Heaters workbook Staff recommendation to accept updated Commercial Storage Electric Water Resistance Water Heater workbook 2
3
Measure Background: Measure Name:Residential Storage Electric Resistance Water Heaters Measure Category:Small Saver Current Measure Status:Proven Proposed Measure Status:Deactivate Measure Sector:Residential End Use:Water Heating Current Sunset Date:March, 2015 3
4
Upcoming Change in Standards New federal standard effective on April, 16 th, 2015 New federal standard will be more efficient than current measure efficient definition – Note – Hard to get more efficient than federal standard w/o going to heat pumps – 7 th Plan only looking at heat pump water heaters RTF already has a heat pump water heater measure on the books 4 Heat Pump Water Heater High eff. electric water heater
5
Staff Recommendation Staff suggests deactivating this measure 5
6
Proposed Motion “I _________ move that the RTF: Deactivate the Residential Storage Electric Resistance Water Heater measure effective April 16, 2015.” 6
7
Measure Background: Measure Name:Commercial Storage Electric Resistance Water Heaters Measure Category:Small Saver Current Measure Status:Proven Proposed Measure Status:Small Saver Measure Sector:Commercial End Use:Water Heating Current Sunset Date:March, 2015 7
8
Measure Details Commercial storage electric resistance water heater measure includes: – Residential rated storage electric resistance water heaters used in a commercial setting – Commercial rated electric resistance storage water heaters 8
9
Staff Recommendation Staff suggests discontinuing residential electric resistance storage water heater application in commercial buildings 9
10
Residential HP Water Heaters Applied in Commercial Buildings: Development of the heat pump water heater measure for commercial buildings would be resource intensive – Savings dependent on flow pattern (draw amount, time and flow rate) – HVAC interaction is significant – Remaining potential may be large enough for non- small saver – If of interest, please use new measure proposal formnew measure proposal form 10
11
Latest AHRI Data: Change in Current Practice Baseline The commercial rated water heater standards have not changed. An update to the current practice baseline was made using latest AHRI data. Higher energy savings driven by water heater models with high insulation levels (approx. R-15) for models < 75 gallons – Energy savings a function of standby loss – Incremental cost a function of rated energy factor (EF) – Hence, possible to get high savings (reduced standby loss) in spite of low incremental cost (marginal increase in EF) 11
12
Latest AHRI Data: Change in Current Practice Baseline (Contd.) Few data points on water heaters in larger size categories – More data points than existing workbook Remember – it’s a small saver 12
13
Energy Savings Update 13
14
Incremental Cost Update 14
15
TRC BC Ratio Update 15
16
Proposed Motion “I _________ move that the RTF adopt the proposed Commercial Storage Electric Resistance Water Heater measure: Category: Small Saver Status: Active Sunset Date: 2/2020” 16
