Assuring an additional platform for the cooperation between USA and EU in a region with common interests. Strengthening the North-Atlantic Alliance capacity to be involved in operations outside the area (see the Great Middle East). Positive engagement of Russia, taking into account its legitimate interests of security, better fulfilled in the conditions of a stable and prosperous neighbourhood than through old zero-sum games. Encouraging a Black Sea regional identity as a valid partner for the West through wise EU-NATO-USA policies and coordinated actions.
