Topic I: Key conclusions Statutory services close to the community and funded by state (discussion on the precise level of locality) (All) Transformed roles rather new structures (Tajikistan) Central level coordinate, monitor and policy, priorities and standards setting for statutory services Limited number of system entry points (number of entry points vary from country context and reform stage) Permanent placement mostly under court’s jurisdiction (court based on social inquiry report) Engagement of civil society as added value for decision making
