Nanotechnology Standards Panel CONFERENCE ON U.S. LEADERSHIP IN ISO AND IEC IEC BREAKOUT SESSION Breakout Session Moderator: Mr. James E. Matthews, III USNC/IEC Vice President - Finance Director, Technical Standards and Standards Policy Corning Communications Sector Corning Inc.

Nanotechnology Standards Panel Topics for the IEC Session 1.IEC Global Relevance Policy – Real or Illusion? 2.SMB Strategy, IEC Masterplan Strategy and USNC Strategy 3.Truth or Fiction? 4.Preview of Instructor Led Training Course 5.Best Practices in USNC TAG Administration

Nanotechnology Standards Panel Global Relevance  No EDR’s have been successfully implemented  Process for EDR’s has a one year evaluation – 2006 Decision  Balance of Focus Between Global Relevance As A Broad Concept and EDR As a Specific Goal  Ask IEC Management To Be More Proactive In Clarifying The Process and Closing the “Process Delays”  TC / WG People Do Not Have Enough Knowledge To Use / Follow the EDR Process

Nanotechnology Standards Panel SMB Strategy, Masterplan Strategy and USNC strategy  Living Documents – USNC Strategy Update  Align to IEC Masterplan  Align to USSS  Important to have a plan and goals  Important to Update as a Living Document

Nanotechnology Standards Panel “International Standards” vs. “international standards”  Best path forward seems to be dual logo type of approach  Constituency needs to understand the copyright laws – Never appropriate to use another groups work  Gray area where same party proposes same idea to both  Industry wants to do one standard in one place  ANSI constituency validates the multiple path approach  Industry needs to choose wisely where it invests $ and people to achieve the end goals needed

Nanotechnology Standards Panel True of False: IEC is Eurocentric  False – Statistical case could be made that IEC Is US Centric  Key Issues are:  Be Present  Lobby Effectively  One Alternative Would Be Secret Ballot At TC or Governance Levels

Nanotechnology Standards Panel True / False – Block Voting is Rampant  Difficult to Prove Statistically – IEC Analysis of Votes  Where is the Line between Lobbying and Block Voting?  See Previous Comments – Effective Lobbying

Nanotechnology Standards Panel True or False: SMB Will Make the Right Technical Choice  SMB is Not A TECHNOLOGY SUPREME COURT – No Techincal Decisions  SMB Will Decide  Questions of Rules and Process  Questions of Scope Overlap  Exemptions or Exceptions to the Rules

Nanotechnology Standards Panel True / False: French Translation Delays the Process  No – If used effectively, it does not delay  Understand and use the System  Ask up front for exception or exemption  Communicate with French NC on timing and Status  Once at 60 Days, Launch the CDV

Nanotechnology Standards Panel True / False: 5 year rule Inhibits Development  Rules are really there  New move to enforce 24 Months to CDV  Things will be more challenged  Possibility to get exemption if a specific reason exists  REAL NEED – do the preparatory work before launching NP

Nanotechnology Standards Panel True / False: US Adopts Very Few IEC Standards  US Has adopted about 130 IEC Standards to Date  USE is many more, but difficult to measure  Possible to adopt in whole or in part  Each Sector needs to determine its level of comfort  USNC Position to Encourage Adoption through the ANS Process where appropriate.

Nanotechnology Standards Panel Training Program  Online Training and Web Cast / Live Instructor Training Seen As Positive  Important for Constituents to Be Prepared when Attending International Meetings  Possible Future need is Project Management

Nanotechnology Standards Panel Tag Administrator Best Practices  Idea: Hold a TAG Administrator Workshop, Review TAG Procedures  IT Tools and New Capabilities  Teleconference / Webcast Not a Global Tool  Online Collaborative Tool – Needs new project management skills and approach for success  Use to Make Meeting Time Productive / Effective  Task Force on Electronic Communications  Access Shared Approach vs. Centralized  Force Discussion of Tag Administrator Role  TAG Membership Recruitment  TAG Fee Effect on TAG Balance  When below 3 members is a TAG viable?  Fees are necessary for Pay to Play  Resolution of TAG Member Comments  Position Setting Based on Openness and Transparency  Only 1 appeal in History of the USNC  Conflict of TC’s  Need to try and Resolve Conflict or Abstain  Need to Resolve Global problems in US rather than at International Level

Nanotechnology Standards Panel IEC Session Thank You to The Participants And Panelists!
