3 3 SUST-RUS Management Structure Consortium Agreement – why do we have to sign it? it regulates the relations between the partners within the project The most important items are: Obligations of the partners (Section 4: Responsibilities of Parties, Section 5: Liabilities towards each other) Management structure and decision making process (Section 6: Governance Structure) Intellectual Property Rights (Section 8: Foreground, Section 9: Access Rights)

4 4 SUST-RUS Management Structure General Assembly One representative of each partner The General Assembly is chaired by the Coordinator The General Assembly is the decision-making body of the Consortium, it has the right to make changes to the Consortium Agreement and the Consortium Plan The Consortium Plan is the Description of Work (Annex I to Grant Agreement No. 213091) and it can be changed in the process of project execution subject to the approval of the General Assembly The Management Board assists the General Assembly and the Coordinator

7 7 SUST-RUS Management Structure Advisory Board Distinguished scholars and experts in the policy oriented research on sustainability problems Main responsibilities:  to review strategy and outcomes of the data collection  to verify model structure and findings of the research  to comment on policy recommendations

8 8 SUST-RUS Management Structure Decision process and quality control Management of the project will take place among the following four dimensions: 1)Cooperation the Consortium partners sign a Consortium Agreement which regulates their relations within the project means of communication: e:mail, SUST-RUS internet site, regular meetings 2)Control of progress 3)Control of quality will be executed by the Preparatory Committee 4)Control of risks related to the data collection flexible approach to the choice of particular methodology used for the estimation of the missing data

9 9 SUST-RUS Management Structure Control of progress Regular meetings to review progress Progress reports are to be detailed by WP Leaders and delivered to the Coordinator on a regular basis – every 6 month (in December and June) WP Leader prepares a work plan for his/her WP → the work plan defines in detail the activities for the individual tasks → participants of the WP complete a 6-month report on their progress → the WP leader draws together the report into one → sends it to CEFIR for review The 6-month report on the work progress shall be sent together with the financial report on the expenditures for this period. CEFIR will prepare and send you special forms to be filled in to make your reporting process easier and more fun!

10 10 SUST-RUS Management Structure Intellectual Property Rights Section 8: Foreground Each of the joint owners shall be entitles to use their jointly owned Foreground on a royalty-free basis. Prior notice of any planned publication shall be made 15 working days before the publication; any objection to the planned publication shall be made within 10 working days after receipt of the notice – if no objection is made, the publication is permitted. Section 9: Access Rights The Parties shall identify in the Attachment 1 the Background to which they are ready to grant Access Rights. All Background not listed in Attachment 1 shall be excluded from Access Rights. If a Party wishes to list specific Background as excluded, it shall identify it in the Attachment 2. Foreground – intellectual property created as a result of Partners’ work on the project Background – intellectual property of a Partner created before the project has started

11 11 SUST-RUS Management Structure Financial provisions Distribution of Financial Contribution (Section 7: Financial provisions) The Coordinator distributes the European Community financial contribution according to: the Consortium Budget as per Consortium Plan (Description of Work in Annex I) the approval of reports by the European Commission the payment modality detailed in the Grant Contract (Соглашение о гранте) Grant Contract the Grant Contracts have be to signed between CEFIR and all partners of the Consortium in order to distribute the funds received from EC The Consortium Agreement and Grant Contracts have been sent to all partners before this meeting, so if you have any questions – please ask!
