Rule #1 All large and complex 319 grants that are successful can only be successful because of the project TEAM. Rule #1.5 Writing the grant is the easy part, implementing the grant is the hard part.

What’s the Plan? Turn 2 miles of agricultural drainage and the surrounding fields into… …2 miles of high quality stream with 80 acres of prairie buffer tucked within a residential and community development which will serve as the starting point of a future growth cell on the east side of Bloomington.

How does this fit in with a 319 grant? Create a keystone development to support future growth on the east side of Bloomington, Convert an agricultural drainageway to a high quality stream, Establish large-scale temporary detention of stormwater, Create an 80 acre community park that provides high quality grassland habitat and contains several miles of bike paths with sitting areas, Integrate urban development with naturally functioning ecosystems and use it to provide educational opportunities, Improve the water quality of Kickapoo Creek. We have lots of objectives:

Back to RULE #1 It takes a team effort Before you prepare an application: Preliminary design completed, All required permits issued or at least in the pipeline, Coordinate with IEPA before you prepare the application.

Jump to RULE #1.5 Once you have the grant and you start the project you get to the real work, and chances are you are going to get in it deep! The work after the grant always far exceeds the work beforehand

Biologists, Engineers, and Contractors DO NOT always understand each other!!!! Implementation It is extremely important that there is representation before, during, and after construction.
