2 From the Executive Board and the Executive Directors Desk On behalf of the Executive Board and the Executive Director of Northeast Texas Regional Advisory Council (NETRAC), we would like to take a moment and thank you for your support and help in making our 3 rd Annual Disaster Preparedness and HealthCare Symposium a success. This year we are humbled to pay tribute to and commemorate the 10 th Anniversary of 9/11. We are excited to have the opportunity to bring knowledgeable speakers in the areas of Disaster Preparedness and Emergency HealthCare to our region. NETRAC is “Dedicated to Excellence in Disaster Preparedness, Trauma, and Acute Care.” We strive to reach that goal of excellence by educating and promoting preparedness efforts. 3 OUR FALLEN “HEROS” Memorial Tribute Sgt. Jay Hoskins – KIA Afghanistan First Paris resident killed in action Staff Sgt. Chauncey Mayes Cookville TX –Resident killed in action on February 28, 2011 Sgt. Mayes was assigned to 63rd EOD Bn, 20th Support Command and attached to 4th Brigade Combat Team, 10th Mountain Division’s Task Force Patriot based at Fort Polk, La., Sgt.Mayes was assigned to 705th Explosive Ordnance Disposal Company in the Tangi area. Mays was working out of Combat Outpost Tangi in support of 2nd Battalion, 4th Infantry Regiment, while deployed in Afghanistan.

5 Speaker Information Jennifer Jenkins Jennifer Jenkins, RN is the Cardiac and Stroke Program Coordinator at Providence Health Center - Waco. Her work experience as a nurse has been in the areas of Emergency Medicine, Cardiac Cath Lab, and GI Lab. In Ms. Jenkins current position, she is responsible for all aspects of maintaining certification as an Advanced Primary Stroke Center. She also served on the planning committee and was the content specialist for a TETAF-Stroke Symposium in 2009.

6 Speaker Information Skyler Meloy Sklyer Meloy is currently the Outreach Coordinator for the Trauma and Burn Service Department at University Medical Center – Lubbock. He has two years experience as a staff nurse in Surgical Intensive Care Unit and one year experience as a staff and charge nurse in Burn Intensive Care Unit. Mr. Meloy holds the current certifications in ABLS, ATCN, PALS, FCCS and TNCC, as well as instructs ABLS and the ACS Rural Trauma Team Development Course.

7 Speaker Information David Patterson David Patterson, CFSP, has been a licensed funeral director and embalmer since 1986. He is the Owner and Operations Director of Global Mortuary Affairs, LLC, the largest domestic and international shipping service in Dallas. He has been a member of the National Disaster Medical System since 1999 service as a Mortuary Office and most recently prompted to Operations Section Chief for FEMA Region VI. He has deployed to every major incident since 9/11 where he served as an identification Officer in the Chief Medical Examiner’s Office in Manhattan. David most recently returned from Joplin MO., after the tornados of 2011. David Also has service the state as the Committee Chairman for the Texas Funeral Directors Association Disaster Response Team and lead the team in field deployments to Hurricane Ike. David has been appointed as part of the Governors Division of Emergency Management Committee as the voice of the funeral industries disaster response through the State of Texas Department of Public Health Preparedness Council.

8 Speaker Information Randy Powell Randy Powell is currently a ED staff nurse and ACLS program coordinator for ETMC Athens hospital. He has spent 22 years as a firefighter/paramedic/peace officer and a hazardous materials technician. Mr. Powell has taught fire, law enforcement, and EMS initial and continuing education classes since 1979. He has also taught nursing continuing education and skills lab classes for the last two years, while working as an EMS educator for the Baylor and Methodist healthcare systems. Mr. Powell has a BS in Business Management, an AAS in Nursing, an AAS in Paramedicine and an AAS in Fire Protection Technology. He has instructor certifications for the Texas Department of State Health Services, the Texas Commission on Law Enforcement Officers Standards and Education, and the Texas Commission on Fire Protection.
