3 Identifying policy and management questions The goal of developing a HRIS is to have current, reliable information to answer questions about the health workforce. Human resources policy and management questions are, very simply, those questions about the health workforce that you need to answer. Questions could come from regular reports you need to complete, e.g. HSSP, quarterly reports, or sporadic requests from the Ministers, PS, Directors, etc.

4 Policy and Management Questions Think of questions that are often asked but cannot be answered because the needed information is not available, current, or complete. Starting with the questions that are most pressing ensures that iHRIS truly meets the need, without capturing unnecessary information.

5 Sample Policy Questions How many health professional students are in training? How many health professional students are discontinuing their studies before completing training and why? How many doctors are working in rural areas? What is the gender distribution of staff? What are the relative average salaries and promotion rates? How many health workers are nearing retirement age? What are the causes of attrition for health care workers?

6 Sample Management Questions How many and which staff are currently eligible for a pay increase, promotion, or transfer? How many positions are currently vacant? Are there existing public sector staff who should be promoted to fill these positions? What are the academic qualifications of public sector health professionals? What are their in-service training needs?

7 Process for stakeholders to identify key questions Break into small groups according to expertise: – regulatory bodies; – training institutions; – Human Resources managers; – policymakers. Identify those policy, training, and management questions most pertinent to the group. Identify if data are currently available.
