3. William Gladstone  Liberal 1868-1874- P.M. of England.  Ballot Act of 1872- secret ballots  Education Act of 1870- made government responsible for elementary schools.

4.  More literacy, more democracy, less discontent.

5. Disraeli- P.M. 1874-1880  Public Health Act- gov’t. responsible for sanitation.  Artisan Dwelling Act- provided gov’t. housing for the working class.

6. Gladstone Appears Again and Again  Attempts to solve the Irish problem of home rule, which is defeated numerous times.  Charles Parnell- leader of Irish Land League.
