Mission

Responsibilities
The Administrator, Federal Emergency Management Agency, is the principal advisor to the President, the Homeland Security Council, and the Secretary for all matters relating to emergency management in the United States.

9. For Most FEMA Preparedness Grants the State Administrative Agency (SAA) is Initial Recipient
Each State and territory has a gubernatorial-appointed contact responsible for managing all GPD funds and associated program requirements
The SAA should be the main point of contact as they are the initial recipient of all grant awards
Final recipients are sub-grantees or contractors

Within each of the grant programs I just described, most all of them allow for funding to be spent on the following categories:

Not all of the programs are this broad in terms of allowability, particularly some of the more recent slides which are more specific in nature. But a good majority of our programs allow for grantees to spend their funds on these areas.

With respect to equipment, we have over 21 categories of equipment that grantees are allowed to choose from, and some of these categories are very broad.
As a sampling, some of the equipment categories we deem allowable include interoperable communications, physical security enhancement, search and rescue, and cyber security.

Hiring Public Safety positions
Anything without a direct nexus to CBRNE preparedness, such as protection from a lightning strike or tornado.
General Fire or LE equipment/vehicles (ex. Fire truck, police cruiser)
Grant funds can also be used to design, develop, conduct, and evaluate exercises, be they tabletop, functional, full-scale, etc. DHS also provides direct exercise support on a limited and as-needed basis, but typically grantees develop exercises on their own or contract out for exercises, both of which are allowable in using DHS grant funds.
