The Federal Emergency Management Agency (FEMA)
Mission “FEMA’s mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards” Responsibilities The Administrator, Federal Emergency Management Agency, is the principal advisor to the President, the Homeland Security Council, and the Secretary for all matters relating to emergency management in the United States.

Programs Grouped into Three Broad Categories 1. Overarching Homeland Security Programs that Provide Funding for a Broad Set of Activities in Support of the Four Homeland Security Mission Areas and the Goal Protect Prevent Respond Recover 2. Targeted Infrastructure Protection Programs for Specific Critical Infrastructure Protection Initiatives Within Identified Jurisdictions 3. Assistance to Firefighters Grants Staffing for Adequate Fire and Emergency Response Grants (SAFER) Fire Prevention and Safety Grants

For Most FEMA Preparedness Grants the State Administrative Agency (SAA) is Initial Recipient
Each State and territory has a gubernatorial-appointed contact responsible for managing all GPD funds and associated program requirements The SAA should be the main point of contact as they are the initial recipient of all grant awards Final recipients are sub-grantees or contractors State Contacts & Grant Award Information: 9 9

Allowable Funding Categories for HSGP
Planning Training Exercises Equipment Organization Management and Administration Within each of the grant programs I just described, most all of them allow for funding to be spent on the following categories: Planning Training Exercises Equipment Organization, and Management and Administration Not all of the programs are this broad in terms of allowability, particularly some of the more recent slides which are more specific in nature. But a good majority of our programs allow for grantees to spend their funds on these areas.

Published by FEMA Grant Programs Directorate Allows grantees to quickly and easily determine cost allowability under multiple grant programs prior to contacting SAA or FEMA PA Only identifies equipment categories Does not identify any specific equipment Applies common standards where available Not to be confused with the Standardized Equipment List (SEL) managed by the Inter Agency Board for Equipment Standardization and Interoperability (IAB)

Personal Protective Equipment Explosive Device Mitigation and Remediation Equipment CBRNE Operational and Search and Rescue Equipment Information Technology Cyber Security Enhancement Equipment Interoperable Communications Equipment Detection Decontamination Medical Power CBRNE Reference Materials CBRNE Incident Response Vehicles Terrorism Incident Prevention Equipment Physical Security Enhancement Equipment Inspection and Screening Systems Agricultural Terrorism Prevention, Response, and Mitigation Equipment CBRNE Prevention and Response Watercraft CBRNE Aviation Equipment CBRNE Logistical Support Equipment Intervention Equipment Other Authorized Equipment With respect to equipment, we have over 21 categories of equipment that grantees are allowed to choose from, and some of these categories are very broad. As a sampling, some of the equipment categories we deem allowable include interoperable communications, physical security enhancement, search and rescue, and cyber security.

Not allowed under HSGP Construction (other than physical security enhancements at critical infrastructure or communications towers) Weapons, ammunition Hiring Public Safety positions Anything without a direct nexus to CBRNE preparedness, such as protection from a lightning strike or tornado. General Fire or LE equipment/vehicles (ex. Fire truck, police cruiser) Grant funds can also be used to design, develop, conduct, and evaluate exercises, be they tabletop, functional, full-scale, etc. DHS also provides direct exercise support on a limited and as-needed basis, but typically grantees develop exercises on their own or contract out for exercises, both of which are allowable in using DHS grant funds.
