ISSUES, CHALLENGES, AND LESSONS LEARNED IN CIVIL-MILITARY COORDINATION Despite some limitations, civil-military coordination in the Philippines has proven effective. Continuous capability-building is as pre-requisite of effective disaster management, particularly effective disaster response. The AFP likewise has limited standby funds for quick response. Limitations prevent the AFP from engaging in prolonged disaster relief and response operations. Interoperability between the military and civilian institutions is essential for effective and timely response.
