What are National Support Teams? Commitment from DH as part of delivery arrangements for Choosing Health Used successfully in relation to improving orthopaedic, Accident & Emergency and cancer waiting times Provide intensive tailored support for organisations facing the greatest challenge in making progress on one or more deliverables There are currently seven Public Health NSTs – Childhood Obesity, Health Inequalities, Sexual Health, Teenage Pregnancy, Tobacco Control and Alcohol Harm Reduction, and Infant Mortality team commenced in November 2008 Alcohol Harm Reduction NST started in September with pilots in Blackpool and Sandwell. Blackburn with Darwin and Lincolnshire have also received visits. Alcohol Harm Reduction National Support Team

What We Provide Provision of support Professional process with protocol for engagement and standards Agreed approach regarding assessment and level of support to be offered Initial visit helps us to understand local context, assess barriers to and opportunities for progress Focus on reducing the harm caused by alcohol and the PSA target to reduce alcohol related hospital admissions Chief Executive involvement Credible expertise in the strategic development, commissioning and provision of alcohol services and interventions (spanning the range of public sector organisations), public health and change management; matching expertise Use of delivery and diagnostic framework including comparable data Recommendations based on good practice but with local solutions Linkage with other national bodies and other support processes Alcohol Harm Reduction National Support Team

What We Are and What We Are Not We are not a “Hit Squad”, an audit or here to performance manage There is a relationship with performance management. GO and SHA invited to plenary sessions We are not an inspectorate and our findings do not feed into inspections or audits Not here to publicly “judge” the PCT, LA or other partners Discussions we have with you are in confidence - we will not be identifying individuals or their specific comments We will not import a standard solution but will make suggestions and ideas regarding good practice using our objectivity, knowledge and expertise and based on the information you provide to us Alcohol Harm Reduction National Support Team

Selection Criteria for Support The Alcohol Harm Reduction National Support Team will help the local Partnerships who face the greatest challenge in addressing the alcohol target of reducing hospital admissions for alcohol related harm (Vital Signs Indicator VSC 26, National Indicator Set NI 39 and Public Service Agreement 25.2) and who would most benefit from intensive support 10 PCT visits will be undertaken by the end of and 8-9 workshops March 2009 Visits will be offered 12-18 month after a workshop Areas offered support are selected in consultation and agreement with the DH, Cross-Government Alcohol policy team, Government Offices, SHAs and the relevant Local Authority Chief Executive and PCT Chief Executive. The final say rests with the PCT and LA who are our client Alcohol Harm Reduction National Support Team

Typical process - Workshop ½ day diagnostic workshop developed by NST Health Inequalities in consultation with AHR team Considers a strategic approach to population (e.g. Labelling & availability and personal health interventions (e.g. alcohol treatment services) encompassing both a provider and a population focus for optimal alcohol harm reduction Pre-visit collection of key documents and data Presentation of report including strengths and opportunities, recommendations and support Follow up and support Review Alcohol Harm Reduction National Support Team

Feedback & Support No formal written report – the NST will provide a PowerPoint presentation of findings which will then be annotated and provided to participants Feedback will identify strengths, opportunities for improvement and support that the NST may be able to provide The LA PCT and local partnerships are our client. This report remains confidential to the local area. It will not be published or disseminated by the NST. The local area may use/disseminate this as they see fit Process does not finish after the visit – the NST will discuss nature of ongoing support with the PCT/LA if the PCT/LA local partners wishes to access this support Alcohol Harm Reduction National Support Team
