GSC-9, Seoul Status Today Challenges of Market-Driven Standardization Market-driven standardization in SDOs Fora and consortia are often seen as the best practice standardization organizations: –Fora/consortia have the ability to keep pace with rapid market changes –SDOs need extra time to achieve thoughtful consensus necessary for the wide market acceptance of developed standards Fora/consortia are a growing challenge and achieving significant success in providing standardization services to the same markets and technologies that the SDOs address

GSC-9, Seoul Status Tomorrow – Quo Vadis SDOs? Rise of the expanding Standardization efforts The process of fora and consortia recognition by an accredited SDO may effectively create a new class of organization: a Market Recognized SDO (MRSDO): –The enormous success of the Internet has resulted in the recognition of the IETF –Consortia recognized by SDOs have often been successful Along with fora and consortia, the rise of the expanding standardization efforts fundamentally represent new challenges to SDOs Fora and consortia often require that each Member accepts an IPR agreement as a condition of participation. This is a significant “closed-club” advantage over the SDOs' process where identification of IPR is required, but IPR negotiation is not foreseen within the SDOs
