The private companies are :  LeMark Training and Development cc;  Regenesys;  Africa International Advisors (AIA);  Assessment College of South Africa; and  Helena Burger & Associates. 3 The HEIs have been partnered in the form of four (4) consortia 4 The 17 HEIs use approximately 300 facilitators in total from this sector

4 4 Categories of Training Providers Independent Individual Contractors (IICs)  These are persons who are recruited on the basis of specific technical expertise, public sector knowledge and experience in a particular field, e.g. ex CFO of provincial and national departments facilitate training in SCoA.  Engaged by Palama as IICs under the terms and conditions of a contract agreement and in accordance with the Income Tax Act, Act 58 of 1962 as amended.  Palama conducts the Induction and the Train-the-Trainer courses at recruitment and from time to time.  The individual providers are paid at mid-market rates of the training and development industry and are based on the dpsa rates for consultants.  A contract for an individual provider initially lasts for 1 year and is renewable based on good performance that is determined using M&E tools and On-site visits

10 10 Categories of Training Providers Partnering initiatives  The Branch leads the Inter-Governmental Forum on public sector training comprising all 9 provinces together with DPSA, COGTA, PSETA, DBSA and SAQA  Forum identifies joint training related projects and shares information on current developments  Collaboration framework will be tabled in the October workshop to formalise relations with provincial training entities  Working relationships have been established with sectoral colleges e.g. Correctional Services and Defence for induction training.  Formal Working Agreements with all sectoral colleges will be finalised by end of March 2010
